The Washoe County Development Code was adopted in December 1992. The Washoe County Community Development Department is seeking qualified consultants to assist in an update, revision and reorganization of the Development Code.



The code may be viewed in its entirety at http://www.co.washoe.nv.us/comdev/. The Washoe County Community Development Department is committed to using the two-step RFP/RFQ process as recommended by the American Institute of Certified Planners.



Services Sought



This request for qualifications is to identify highly qualified professional planning firms with extensive experience in the following services sought by Washoe County, Nevada: (1) Reorganization of the development code into an "easy access, easy lookup" format to lay the groundwork for a digital code with electronic query capability, by search terms and by planning process type; (2) Identification of conflicting, unclear and/or confusing provisions in the code and rewrites to resolve same; (3) Other revisions and rewrites to produce a customer-friendly code and reduce the need for formal code interpretations; (4)Review definitions, to assure clarity, necessity and compatibility with commonly accepted definitions; (5) Working with staff and management to identify essential short-term changes to the development code; (6) Working with staff and management to identify opportunities for process simplification, consistent with identified multiple goals of the Board of County Commissioners; (7) Developing, with staff, a robust process of public involvement in the proposed code reorganization; and General legal review of proposed code revisions with support of staff and Washoe County District Attorney.



Criteria for RFQ and Required Information



Professional planning firms interested in having their qualifications considered by Washoe County should submit by 5:00 p.m. PST, September 24, 2004. A full list of submission qualification can be found by going to the website shown above.



Following submission of Qualifications on September 24, 2004, Washoe County anticipates short-listing and an initiation of the RFP process by October 8, 2004. A preliminary target date for submission of proposals from invited firms is November 5, 2004.
