The City of Houston Planning & Development Department invites prospective contractors to submit written statements of qualification for design and engineering for a civic plaza in the vicinity of Holcombe Boulevard and the intersections of Main Street and Fannin Street, transforming the automobile-dominated environment in this area into a safe, inviting and attractive, transit/pedestrian plaza and improving the links between transit service (bus, shuttle and light rail) and the surrounding Houston Medical Center facilities/businesses.

This project, funded by the Federal Highway Administration, will establish a blueprint for improvements of the site and streetscape improvements on private and public property within the project area. Total amount allocated for this contract is $100,000 (inclusive of travel and any other expenditures incurred by the selected consultant in meeting contract terms).

This RFQ is a two-part process: Five finalists will be selected through the RFQ process and awarded $2,500 to prepare concept plans. Final award of the contract will be made based on the concept plans. Statements are solicited for this service for the City of Houston in accordance with the terms, conditions and instructions as set forth in this Request for Qualifications (RFQ).

The City of Houston, Texas will receive Statements at the Planning & Development Department, Long Range Planning Division, Bob Lanier Public Works Building, 611 Walker, Sixth Floor, Houston, Texas 77002 until 4:00 p.m., CST, Friday, April 2, 2004. No Statements will be accepted after the stated deadline. The RFQ document may be obtained from the website identified below, or from the Planning & Development Department, Long Range Planning Division, Bob Lanier Public Works Building, 611 Walker, Sixth Floor, Houston, Texas 77002.

There will be a Pre-Qualification Conference on Wednesday, March 17, 2004, at 2:00 p.m., CST, in the Bob Lanier Public Works Building, 6th Floor, Central Conference Room, 611 Walker, Houston, Texas 77002. All Statements will be required to comply with City Council Ordinance No. 78 - 1538, passed August 9, 1978, relating to Equal Employment Opportunity Contract Compliance. The City reserves the right to reject any or all Statements or to accept any Statement or portion of a Statement deemed to be in the City's best interest.
