Request for Proposal Los Angeles Chinatown Strategic Plan

Los Angeles Chinatown Business Council

The selected group will be asked to conduct public workshops in order to solicit community input and participation in the development of the Strategic Plan.

The Strategic Plan document should include analysis of the issues currently challenging Chinatown development. The Strategic Plan should inventory existing initiatives now under way, as well as identify additional resources and strategies available to address these issues. Additional areas of emphasis can be identified through the Workshop Sessions.

The Strategic Plan document should provide a "blueprint" for implementation that is based upon realistic current funding sources. There are a variety of existing public and private programs in place elsewhere in the City, Downtown, and in other urban areas that could be applied for the benefit of Chinatown development. Existing programs now being utilized should be inventoried and augmented with new options proven successful elsewhere.

The selected group will have demonstrated the following professional services and background:

-Sensitivity to the character of a mixed-used community and their development.

-Experience in the attraction of new business and development.

-Understanding of traffic management strategies designed to encourage pedestrian activity.

-Understanding of pedestrian and vehicular traffic flow throughout a business district.

-Experience with transit station mixed-use development.

-Experience in the development of pedestrian and vehicular way finding systems.

-Knowledge of historic preservation design standards.
