"A bunch of advisers to Gov. Jeb Bush have come up with a proposal to cure urban sprawl across the state by making it much more costly and difficult for developers to build subdivisions in the middle of nowhere. It's a radical idea for Florida's future that is certain to spark what could be one of the most contentious legislative sessions in years as the big-money interests line up against a move that could hit their pocketbooks. A sweeping new growth-management strategy is outlined in a draft report released Thursday. In part it would rely on financial pressure to try to accomplish what some of the most extensive planning laws in the country have failed to do."
