Draft Job Description: Analyst
Position Summary
The Analyst conducts demographic, market, real estate, fiscal, and redevelopment analyses in support of planning and economic-development projects. This person compiles and interprets data, prepares analytical workbooks and written narratives, develops financial and revenue projections.
The Analyst serves as an internal resource to project teams; managing their own assigned workload, communicating capacity and timing needs to Project Managers, collaborating with other staff, and participating in client or project meetings when needed. The role is primarily an analytical and technical position and is not a Project Manager role.
Primary Responsibilities
1. Demographic, Market, and Real Estate Analysis
2. Research, collect, validate, and organize demographic, economic, housing, real estate, and market data from multiple sources.
3. Compile demographic workbooks and prepare draft narratives explaining the findings.
4. Review demographic workbooks and narratives prepared by other employees.
5. Conduct market analyses for a variety of land uses, development concepts, and planning assignments.
6. Interpret real estate market and housing data to produce draft reports, presentations, tables, charts, and written recommendations.
7. Use sources such as CoStar, assessor websites, and other public or proprietary databases.
8. Document analytical assumptions, sources, limitations, and quality-control steps.
Financial, Revenue, and Incentive Analysis
1. Conduct financial audits and related project-specific financial reviews.
2. Prepare revenue projections and supporting calculation models.
3. Conduct project incentive analyses.
4. Prepare or support the production of Tax Impact Statements and Cost Benefit Analyses.
5. Prepare existing conditions analyses.
6. Apply appropriate quality-control procedures to calculations, source data, assumptions, and model outputs.
7. Clearly explain the practical meaning and limitations of financial and market findings.
Reporting and Communication
1. Prepare clear, concise, and well-supported analytical narratives.
2. Translate complex data into findings that can be understood by clients, community stakeholders, and nontechnical audiences.
3. Present analytical findings during internal meetings, client meetings, and public presentations when appropriate.
4. Participate in project calls and meetings when the individual’s analytical expertise or project-specific context is required.
5. Communicate progress, information needs, potential delays, and capacity constraints to the assigned Project Manager.
The Analyst is expected to:
1. Manage assigned work and priorities with limited day-to-day supervision.
2. Coordinate deadlines and deliverable requirements with Project Managers.
3. Communicate the amount of time required to complete assignments and raise conflicts early.
4. Collaborate with other staff rather than independently duplicating work already assigned to another person.
5. Take ownership of the technical quality and timely completion of assigned work.
6. Participate in project meetings when needed to perform the work, to understand the issue, or explain findings.
Role Boundaries
Unless the employee is separately and explicitly assigned as a Project Manager, this position does not have primary responsibility for:
• Managing the complete project scope, fee, staffing plan, schedule, and final deliverable.
• Approving invoices or participating in routine accounting-management meetings.
• Negotiating client contracts.
• Leading general public-engagement activities.
• Performing routine fieldwork or basic GIS map production that can be completed by other project staff.
• Attending every project meeting solely for background or context.
The Analyst may lead an analytical workstream and communicate directly with clients about methods and findings. The assigned Project Manager remains responsible for the overall client relationship, budget, staffing, schedule, and integrated project delivery unless management assigns those responsibilities differently in writing.
Required Qualifications
• Bachelor’s degree in urban planning, economics, finance, real estate, public policy, data analytics, or a related field.
• Experience conducting demographic, market, economic, real estate, fiscal, financial, or planning analysis.
• Advanced Microsoft Excel skills, including formulas, structured workbooks, analytical models, data validation, and quality control.
• Strong proficiency with Microsoft Office products.
• Experience using public and proprietary data sources, such as assessor records, real estate databases, demographic databases, or location-based datasets.
• Strong analytical writing skills.
• Strong internal communication and collaboration skills.
• Strong client communication skills and the ability to explain technical findings to nontechnical audiences.
• Ability to manage multiple assignments, organize one’s own time, meet deadlines, and communicate capacity needs.
• Demonstrated attention to detail and commitment to producing accurate work.
Preferred Qualifications
• Master’s degree in urban planning, economics, finance, real estate, public policy, data analytics, or a related field.
• Experience with real estate and demographic data sources.
• Experience using GIS to analyze or visualize demographic, market, geographic, or real estate information.
• Experience using statistical or data-analysis tools.
• Experience producing revenue projections, financial audits, incentive analyses, or market analyses for multiple types of land uses.
• Familiarity with redevelopment statutes, public finance, economic development, or municipal planning processes.
