"The change would enable residents to sell their properties or rent them to commercial businesses, something many in the area have sought since the state plowed through their backyard flowerbeds and created the oddly shaped median strip 45 years ago.The state turned what was then Route 3 into a northbound-only lane and built two southbound lanes about 400 feet away, leaving many of the existing homes in the road's median."
