The Overview

The City of Alexandria, Virginia, Department of Planning and Zoning is seeking qualified applicants for an Urban Planner III position on the recently created public facilities team. Alexandria is a dynamic and diverse planning environment located within the core of the Washington, DC metropolitan area and presents opportunities for planners to work with stakeholders and business owners within the City's neo-traditional neighborhoods, mixed use and transit oriented areas, waterfront areas, established neighborhoods, and historic districts.

This position is for a highly-responsible individual with the ability to manage competing priorities, apply complex regulations and interpret architectural and construction drawings, site plans and surveys. The selected planner should also have prior experience writing staff reports for a public body and communicating complex regulations to customers orally and in writing.  Experience working with the public and other staff to resolve complex issues is imperative.

What You Should Bring

This Urban Planner III functions as a development review project manager, working within  the public facilities team in the Development Division to process development review cases, with an emphasis on the review of public facilities, that will improve the quality of the built environment within the City. The ideal candidate is expected to be a highly motivated planner able to provide analytical assistance on complex development review applications by applying knowledge of planning and zoning regulations and policies to actual development and construction projects. Being able to work independently with minimal supervision on various assigned tasks is imperative.

The Opportunity 

  • Processing development plans and applications of a variety of sizes and complexities with a specific focus on public facilities;
  • Taking a project from the initial design concept, through the public review process, and completing the final site plan review;
  • Working closely with City staff, local utilities staff and the staff of Alexandria City Public Schools and the community in the review of projects;
  • Working with other City departments on coordinated interdepartmental development review - successfully balancing the competing needs of various departments to ensure well-designed urban projects;
  • Preparing well written and thorough staff reports, compiling City comments and developing and making presentations to the Planning Commission and City Council on the projects;
  • Attending and representing the City in various community and civic association meetings.

About the Department

The Department of Planning and Zoning works closely with the community in each area of the City to carry out City Council's Strategic Plan for vibrant, amenity-rich neighborhoods, protected historic resources, and vital local businesses. With the community as our partner in developing neighborhood plans and reviewing proposals for development projects and businesses, we continue to deliver on the vision we have developed together.


Four-Year College Degree from an accredited college or university in regional, or urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, Public Administration, Physical Sciences, Historic Preservation, or Environmental Studies and five years of relevant planning experience or two years and a Master's Degree; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

A Master's degree in Urban and/or Regional Planning, Registered Architect or Landscape Architect,  or in a closely related field, and AICP certification; project or program management experience with at least two years of development and site plan review experience in local government; school and/or public facilities planning; strong time management skills; demonstrated flexibility handling varying workloads; and excellent written and oral presentation skills. Proficiency in Microsoft Office Suite products, Adobe Creative Suite, Geographic Information Systems, Sketchup and other design software. Knowledge of the principles and regulatory practices of urban design, site design and zoning; and strong analytical skills. Ability to negotiate various aspects of an application with the public entity's design and legal and/or management team to develop the best possible urban design project for the City and its residents. Knowledge of trends in the real estate market, and sustainability; current school facilities planning practices in Virginia, and subdivision and land use practices within Virginia.
