The Senior Environmental Scientist (Supervisory) is a full-time, permanent position with a salary range of $8,528 to $10,602 per month depending on qualifications and experience. The salary range is expected to increase by 5%, effective July 1, 2018.

About Us. The award-winning San Francisco Bay Conservation and Development Commission (BCDC) is a small state agency located in San Francisco’s Civic Center. BCDC has planning and regulatory responsibility over development in and around the San Francisco Bay, one of the most urbanized estuaries in North America. BCDC is guided in its decisions by its laws (the McAteer-Petris Act and the Suisun Marsh Preservation Act), the San Francisco Bay Plan and Suisun Marsh Preservation Plan, and various special area plans. 

Who We Want.The Senior Environmental Scientist (Supervisory) will serve as part of a team in leading the Planning Division. The Senior Environmental Scientist will supervise and lead a team of Environmental Scientists, Research Program Specialists, and Planners to work closely with the Policy and Planning Program Director to supervise staff, oversee budgets, manage and lead critical fiscal and organization projects, work closely with other agencies, organizations, stakeholders and partners in the research, policy and scientific community.

The Position. The Senior Environmental Scientist will serve as BCDC’s Adapting to Rising Tides Program Manager, lead scientist, a liaison with the scientific community on coastal science priorities and support for coastal policy and will assist BCDC regulatory, planning, and enforcement staff in using the best available science and translating science for use in permitting, policy and communication and outreach with the public. 

Desirable Qualifications.This position requires experience with supervising staff, managing and leading large projects with many partners, managing programs, managing stakeholder and public processes, using a variety of information, data, findings and input to develop policy based on the best available science and using best practices for stakeholder and public engagement. 

Knowledge of: California laws, policies and programs; federal and state coastal laws, policies and issues; hazard mitigation and climate adaptation planning; and general planning principles is very beneficial. The position also requires knowledge of the functions and relationships of federal, state, county and city governments, as well as regional councils of government and special districts. 

Proven Ability to:Conduct and interpret scientific studies and research for environmental analyses; analyze and interpret scientific data to extract or identify key issues and draw conclusions; read and evaluate written documents of varying levels of complexity for consistency with the goals, policies, and procedures of environmental programs; develop innovative solutions for difficult and/or sensitive environmental management problems; communicate effectively in person to staff, management, the public, and other interested parties; deliver oral presentations to audiences with varying levels of understanding; lead and motivate others in the completion of program and work activities; manage complex projects with multiple partners and consultants; provide strong leadership and direction to staff conducting cutting edge research.
