Development Project Manager

The greater Portland area is poised to build and operate a first-of-its-kind community recycling and reuse center in the region, and Metro is looking for a creative and experienced development professional to oversee the creation of this innovative community asset.

Do you enjoy working on projects that incorporate feedback and entail collaboration with community groups, agency staff, other public and private stakeholders, elected officials and the general public? If so, you might be a great candidate for a Development Project Manager position with Metro's Property and Environmental Services team. While the primary focus of this position will initially be the community recycling and reuse center, it is expected this person will manage other projects.
Metro is seeking a professional experienced in public engagement and project management to manage the acquisition, design and construction of a new recycling center for existing customers of the Metro South transfer station in Oregon City. This new facility is intended to serve residential and small business customers seeking to dispose of garbage, recycling and hazardous waste.
The work performed by this position entails highly independent efforts, knowledge of property development, and experience managing complex development projects. The person selected for this position will take this project from finding and acquiring the property, hiring design professionals, obtaining land use approvals, preparing design documents and ultimately constructing the facility. This person's involvement in the development processes will gradually decrease as the project enters the construction phase, at which point staff from Metro's Construction project management office will take on a greater role.
The ideal candidate will have experience in managing the negotiation of property acquisition, working with the public and diverse sets of stakeholders in building public support for a new facility, and managing the design, finance and construction of public facilities.

- Four years of supervisory experience in public construction management, and
- Bachelor's degree in architecture, engineering or a related field, or
- Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities
- Current driver's license and driving record sufficient to be insured by Metro insurance carrier (is required)
