The Permit Technician performs the full array of duties assigned to the Permit Technician class including coordinate the permit and plan check process; issues and reviews permit applications for all phases of construction; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; performs other duties as required.

The Permit Technician is the journey level class responsible for permit processing, public counter duties, and other technical duties in support of the division. The work has technical aspects, requiring the interpretation and application of policies, procedures, and regulations, and involves frequent contact with the public. Responsibilities require independent judgment as well as knowledge of departmental activities. The incumbent is responsible for coordinating the permit and plan check process, conducting preliminary plan checks for completeness and accuracy; administration of subdivision plan check/permit processes; and evaluating current procedures.


Receives direction from the Director of Community Development or his/her designee.

Examples of Duties:

• Responsible for the permit and plan check process.

• Advises public on permit requirements and permit application process; calculates and assesses appropriate permit fees; collects and records fees and coordinates deposits with the finance department staff; processes, issues and accepts permit applications and certificates of occupancy; reviews applications for completeness and accuracy; verifies contractors' licenses, workers' compensation, and insurance coverages.

• Researches permit application status and records; routes applications and permits to other departments or outside agencies; logs permit activities and generates computer reports; updates permit records and files; enters data into automated system; retrieves and files documents.

• Responds to in-person and phone inquiries and concerns from the general public directs callers/customers to appropriate resources and/or provides information as is appropriate and resolves service complaints.

• Provides information on code-related questions as they relate to City permits.

• Coordinates daily inspections and records with inspectors. Retrieves messages from the inspection line, verifies data, and logs inspections into automated system.

• Reviews, updates, maintains, and retrieves appropriate records and files using various media and retrieval methods; responds to data requests that may require extensive records duplication efforts.

• Provides information to City staff, other organizations, departments and agencies regarding departmental activities and functions.

• Coordinates the department's records retention with the City Clerk according to retention schedule and state regulations.

• Prepares a variety of correspondence including citations and property liens/releases, and maintains records, and tickler files.

• Evaluates assigned work projects; estimates time, materials and equipment necessary for the successful completion of the project; acquires necessary resources as is appropriate.

• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

Minimum Qualifications:

Education and/or Experience:

A high school diploma or G.E.D. equivalent supplemented by some directly related college level course work and three years of experience in construction permit processing or the performance of related work. Bilingual in Spanish is highly desirable.
