The San Mateo County Transit District is the administrative body for public transit and transportation programs in San Mateo County, California: SamTrans bus service, Redi-Wheels paratransit service, Caltrain commuter rail service and the managing agency for the San Mateo County Transportation Authority. The San Mateo County Transit District seeks a Principal Planner  (Station Access Program) to be responsible for designing and planning access programs (i.e., bicycle, pedestrian, shuttle, auto) for the Peninsula Corridor Joint Powers Board (Caltrain).

The Principal Planner will develop and manage facility plans for bicycle, shuttle, pedestrian and other access to all 32 Caltrain stations managing a database inventory of bicycle and pedestrian facilities as well as research and evaluate data related to demand and occupancy of access facilities.

The Principal Planner will also develop funding plans and requests for the Caltrain Bicycle Parking Management Program, make recommendations for the implementation and/or the adoption of new Caltrain standards and practices for Caltrain station facilities access and provide access program input for project concepts through final design. In this high profile role, you will act as a Caltrain representative and serve as a liaison for the public, Caltrain Board and advisory committees, bicycle advocacy groups, community bodies, regulatory agencies, other transportation agencies, City Councils, Counties, regional and State agencies, businesses, and others and manage the procurement processes for bicycle and pedestrian access -related contracts, including the preparation of scopes of work, financial plans, schedules, and contract negotiations. Additionally, the position involves developing and updating and promoting Caltrain programs, plans, policies, education materials, and projects to improve pedestrian, bicycle, and other forms of mobility.

The ideal candidate will have a Bachelor’s degree in urban planning, transportation planning, transportation engineering, public administration, public policy or related field with four (4) years professional experience as a planner for bicycle and pedestrian programs. Experience with National Association of City Transportation Officials (NACTO) Design Guides is desired as well as experience with federal and state funding programs, and capital budgeting. American Institute of Certified Planners (AICP) certification is desired. Must have effective oral and written communication skills. Must be proficient in Microsoft Office Suite. Must possess a valid California driver’s license with a safe driving record.
