DEFINITION

Under general direction to plan and coordinate a wide range of the more complex professional and technical planning tasks including planning program design, research and analysis, citizen participation, and public presentation; to instruct, review and take responsibility for the work of assigned staff; and to perform related work as required.

CLASS CHARACTERISTICS

Positions in this class perform and are responsible for coordinating the more complex professional and technical planning tasks.  Most assignments are complex, long-term projects which require advanced planning and research skills and organizational and coordination abilities to complete.  Incumbents regularly plan, direct, and review the work of assigned staff and serve in a coordinating and technical capacity to commissions and committees. Positions in this class have considerable independence in selecting work methods from a variety of standard methods and procedures.  Instructions given by the supervisor generally do not provide all of the information needed to complete the assignment. Incumbents are expected to resolve most problems confronted through the application of judgment and precedent, referring to the supervisor only those which involve the establishment of new procedures or which involve solutions which are inconsistent with departmental procedures and policies.

Examples of Duties

Plans, directs, and participates in the preparation of major components of the overall City land use planning programs; plans, directs, and reviews the work of assigned staff; assists in the development of planning goals, policies, and priorities; coordinates and participates in the conduct of complex planning studies; coordinates the planning work program with other City departments and other agencies; prepares reports and makes oral presentations to the Planning Commission and City Council; assists the public by making authoritative interpretations of State and local planning laws and City development policy; acts on behalf of the City and the Planning Department at conferences and public meetings; trains and supervises assigned staff, and evaluates the work of subordinates.

LICENSE REQUIRED

• Possession of a valid and appropriate California Driver's License.

EDUCATION AND EXPERIENCE

Education:

• Graduation from an accredited college or university with major work in Planning, Public Administration, Urban Geography, or a closely related field.  A Master's Degree in one of the above fields is desirable.

Experience:

• Four (4) years of professional planning experience, including a minimum of one (1) year of supervisory experience. Applicant should have experience in current planning.  This experience should consist of the preparation and supervision of staff reports, working knowledge of the specific plans process, and experience in design review.

PHYSICAL DEMANDS AND WORKING CONDITIONS

• Strength: Medium work-lifting, carrying and/or pushing objects weighing up to 50 pounds maximum with frequent lifting and/or carrying of objects weighing up to 25 pounds;
• Incumbent is required to attend periodic evening meetings;
• Incumbent is required to travel within and out of City to attend meetings;
• Good color perception.

Candidates receiving a passing score may be placed on an eligibility list for a period of up to one (1) year. Examinations and department interviews for the position will be administered in the City of Clovis. As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a medical examination, a drug/alcohol screen, and a background investigation. Possession of a valid California Driver's License and a good driving record will be required prior to hire. Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire.

The examination may consist of questions relative to knowledge of principles and practices of municipal planning; techniques used in the formulation and operation of the General Plan process; Federal, State, and local laws and regulations relating to planning; principles of supervision, training, and budgeting; and effective leadership methods. The examination may also contain questions regarding the ability to collect and analyze data and to develop complex plans and reports; prepare and interpret ordinances and formulate land use policies; work cooperatively and effectively on controversial matters with public and private officials and with members of the public; prepare clear and concise reports; train and supervise assigned staff; understand and carry out oral and written instructions; and establish and maintain effective working relationships with those contacted in the course of work.
