SUMMARY: Under basic supervision, reviews and approves basic residential, commercial, and industrial development proposals; assists developers and the public in applying planning and zoning regulations and City policies to planning projects.
DISTINGUISHING CHARACTERISTICS: This is the entry-level of the professional Planner series; working under close supervision, incumbents are responsible for performing a variety of professional and technical level duties including gathering, analyzing, and reporting on planning data; assignments will require knowledge of planning concepts.

Essential duties and responsibilities may include, but are not limited to, the following:
- Provides beginning and intermediate-level planning services for the City; accepts permit applications, and provides review of residential, commercial and industrial site plans for compliance with state and Federal regulations, and City codes, policies and procedures.
- Answers inquiries and assists the public and developers in matters relating to planning, zoning and permit review, and other City standards and regulations; provides information and recommendations within scope of authority.
- Reviews and evaluates development plans, proposals, designs, applications, occupancy permits, technical documents and special permits; verifies compliance with regional standards and regulatory requirements.
- Inspects properties and structures under construction for compliance with codes and regulations; identifies, documents, and communicates deficiencies, and identifies corrective actions.
- Develops recommendations and reports to summarize development issues; prepares reports on land use applications and planning activities; writes zoning violation letters and coordinates violation abatement actions.
- Interprets and explains City codes, policies, procedures, rules and regulations; inspects work sites as needed; coordinates services with other Departments.
- Reviews and processes a variety of applications and permits; issues special permits and notices within scope of authority; creates correspondence and reports, and coordinates with customers as needed.
- Develops recommendations and staff reports to summarize development projects for the Planning Commission and City Council.
- Supports the relationship between the City of Rosemead and the constituent population by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains absolute confidentiality of work-related issues, client records, and City information; performs other duties as required or assigned.

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities; and enable the individual to successfully perform the job functions of this positions. A typical combination includes the following:
Education, Training, and Experience Guidelines:
Bachelor's Degree in Urban and Regional Planning or related field and at least three-months experience in a local government planning position or a minimum of one-year of experience in planning and/or technical work, conducting planning studies, and assisting with project review is required. Local government experience is desirable.
Knowledge of:
- City organization, operations, policies, and procedures.
- City General Plan, zoning codes, and land use regulations.
- Principles of land use planning.
- City, county, state and Federal laws, codes and regulations pertaining to community planning, including California Environmental Quality Act (CEQA).
- Personal computers utilizing standard and specialized software, including GIS software applications used in planning, mapping, and statistical analysis.
- Record keeping and file maintenance principles and procedures.
Skill in:
- Following verbal and written instructions and procedures.
- Understanding and interpreting land use and zoning enforcement regulations, and state and Federal laws.
- Checking designs, details, estimates, plans, and specifications of planning projects. Maintaining accurate and interrelated technical records.
- Assessing and prioritizing multiple tasks, projects and demands.
- Establishing and maintaining cooperative working relationships with co-workers, elected officials, developers, contractors, and representatives from other local, state and Federal agencies.
- Effective verbal and written communication.
License and Certification Requirements:
Must possess a valid California Class C Driver's License and maintain a satisfactory driving record.
Physical Demands and Working Environment:
Work is performed in a standard office environment; may include site inspections on private property during all phases on construction. May be required to travel to various sites, locations, and/or events. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours.
