Job Summary
Develop, design, monitor, and carry-out large-scale and complex planning studies, projects, and grant programs as directed by leadership. Demonstrate and utilize a wide range of technical and administrative skills and knowledge to maintain control over multi-faceted Bureau/Department operations. Provide coordination over Bureau/Department staff efforts. Ensure that standards of performance and project goals are met. Confer with leadership to develop strategies and relate them to ongoing assignments. Represent the Bureau/Department in joint local and regional projects, working closely with outside agencies and coordinating the deployment of the grant staff in related matters.
Qualifications - External Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor's Degree or higher AND four (4) years of planning transportation, economic development, community development, or directly related experience is required.
- An equivalent combination of education and/or experience is required.
Preferred Qualifications
- Graduation from an accredited college or university with a Master's Degree in Urban Planning, Public Administration, or Public Policy
KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
- Knowledge of planning principles and practices respective to economic development and community revitalization.
- Knowledge of existing Federal and State grant programs for urban areas, which may include transportation, community and economic development, environmental assessment and remediation, or housing issues.
- Skill in researching and analyzing US Census data and transportation, social, and economic statistics and interpreting and applying statistics to major transportation plan, policy, and project proposals.
- Skill in designing maps, graphics, spreadsheets, and databases for various media presentations and project monitoring tools and skill in producing strategic and/or comprehensive planning documents.
- Ability to independently guide staff in area of specialization to drive business success.
- Ability to provide in-depth insight, advice and expertise to other professionals, management, and external contacts in an assigned functional area.
- Ability to operate as a senior team member and communicate advanced specialized knowledge to team members, leaders, and external stakeholders.
- Knowledge of complex principles and practices for a specialized area of focus.
