The DC Office of Planning (OP) has the lead responsibility for planning the long-term growth of the District of Columbia, to help ensure it reflects our values of an inclusive and vibrant city. OP helps the District work toward a positive future in which all District residents can thrive, regardless of income, race, age, or background. OP guides development in the District of Columbia’s distinctive neighborhoods by engaging stakeholders and residents, performing research and analysis, serving as the steward of our historic resources, and publishing various planning documents, advanced racial equity, coordination of public resources, and civic infrastructure, including the Comprehensive Plan.

This position is located in OP's Citywide Planning Division. The Citywide Planning Division develops and monitors the District Elements of the Comprehensive Plan-the District's 20-year blueprint for the city as well as works with regional and other city agencies and stakeholders to create strategies for emerging employment sectors, meeting retail needs and coordinating the city's land use and transportation.

Duties and Responsibilities  

The incumbent will serve as the project manager for advanced planning activities with responsibilities that include: developing scopes of work, project work plans, and schedules; coordinating all phases of the assigned project's procurement process; and serving as the contracting officer's technical representative. Performs advanced professional planning activities for major multi-phased projects, which include technical and policy analysis, vision and goal setting, and specific recommendations/implementation plan development. Responsibilities include identifying critical planning issues, conducting detailed analyses of redevelopment and revitalization opportunities, leading a participatory public engagement process, and managing a team of internal planners or external consultants.

Leads implementation activities for applicable plans or studies. Responsibilities include: facilitating communication with implementers, developing and executing work plans for specific implementation tasks, and developing materials, reports, graphics, and other documentation to assist in stakeholder communication. Participates in intra-agency and special project teams to review and comment on projects or proposals. Provide input on recommendations, policies, and planning approaches to address important issues or concerns from the citywide planning perspective. Coordinates the integration of sustainable principles into land use policies affecting the natural and built environment. Assists in the development of sustainability and transportation planning priorities/plans and policy recommendations needed to advance transit and sustainability initiatives. Represents the Office of Planning at meetings of Advisory Neighborhood Commissions (ANC), other community organizations, and interagency working groups or task forces, and intergovernmental meetings.
