This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins). 

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description of Job

About the Position

The Colorado Department of Transportation (CDOT) has a vacancy for a Transit/Innovative Mobility Liaison in either the Pueblo or Colorado Springs offices.  This position is the primary point of contact within southeastern Colorado for transit, Front Range Passenger Rail, and innovative mobility related projects and activities.  This position will provide guidance for agency relations, transit planning, coordination, and project management of transit and rail projects and activities in line with CDOT's goals.

There is one position that will be filled at either the Liaison III or IV level, depending upon qualifications.

Your duties and responsibilities will include, but are not limited to, the following:

  • Provide expertise and guidance as the primary point of contact for transit, Front Range Passenger Rail, and innovative mobility related activities within southeastern Colorado.
  • Ensure projects that are along or near CDOT transit facilities and corridors take into consideration current and future CDOT and local transit needs.
  • Participate in regional planning efforts, such as updates to the State Freight and Passenger Rail Plan, Statewide Transit Plan, Regional Transportation Plans.
  • Attend Transportation Planning Regions (TPR) and Metropolitan Planning Organization (MPO) meetings to remain up to date on changes, challenges, or performance of any of CDOT's initiatives.
  • Remain knowledgeable about environmental corridor or innovative mobility studies and help facilitate the incorporation of ideas or changes between the two.
  • Coordinate with local transit agencies to enhance the advertisement, marketing, and coordinated connections and communications for Bustang/Bustang Outrider, Front Range Passenger Rail, or other transit services.
  • In conjunction with stakeholders, help identify where intergovernmental agreements (IGA) are needed for transit, Front Range rail or innovative mobility facilities. Clarify the funding, maintenance, and delineation of use of the facilities as outlined in IGAs.
  • Ensure proper service for the maintenance of the Bustang/Bustang Outrider facilities in coordination with the local agency based upon their outlined responsibilities.
  • Attend meetings, presentations, and discussions with CDOT and local stakeholders regarding CDOT transit related business needs and activities. Ensure effective communications with CDOT headquarters and region staff, as well as local agencies and transit agencies.
  • Track and communicate the schedule, budget, and key issues for capital transit, Front Range rail or innovative mobility projects and maintenance in the region.  Coordinate with CDOT staff on project schedules, needs, and estimate/funding needs as well as ensure key obstacles are overcome.
  • Ensure the design for transit facilities meet local agency and/or CDOT transit needs.
  • Remain knowledgeable of current ridership information, fares, schedule, and bus stop locations for Bustang and Bustang Outrider. Educate various groups on current and future services.
  • Coordinate with local transit agencies to help support "first/last" mile trips. Take trips on the Bustang/Bustang Outrider to ensure accuracy and quality of the services and to provide feedback on the schedule, location, and use of bus stops.
  • Other job duties as assigned.

Work Environment: 

  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, with the opportunity for a flexible work schedule

  • Opportunity to work from home 1-2 days a week after training is completed

  • Travel required during work hours throughout southeastern Colorado

  • Occasional overnight travel 1-3 times a year throughout Colorado

  • Required to operate CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Liaison III Minimum Qualifications / Salary Range: $53,484 - $65,868/yearly

  • A bachelor's degree from an accredited college or university in Business Administration, Communication, Economics, English, Finance, Geography, History, Marketing, Political Science, Public Administration, Sociology, Transit or Urban Planning, or a closely related degree. (A copy of your transcript must be submitted to verify this requirement.)

  • AND two years of professional work experience in conducting program or project management activities (see definition below); transit, transportation, or urban planning; and/or government relations (see definition below).


Liaison IV Minimum Qualifications / Salary Range: $66,444 - $81,840/yearly

  • A bachelor's degree from an accredited college or university in Business Administration, Communication, Economics, English, Finance, Geography, History, Marketing, Political Science, Public Administration, Sociology, Transit or Urban Planning, or a closely related degree. (A copy of your transcript must be submitted to verify this requirement.)

  • AND three years of professional work experience in conducting program or project management activities (see definition below); transit, transportation, or urban planning; and/or government relations (see definition below).


Program or project management includes most of the following: Managing projects or programs, including determining program elements, priorities, strategies and goals, type and timing of milestones and deliverables, monitoring project/program performance, allocating resources (staff, stakeholders, time, etc.), resolving issues and making changes where necessary.

Government relations includes most of the following: Working with city, county, regional, state, or federal organizations or agencies, or with or on behalf of elected officials.


  • Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required bachelor’s degree but not for the specific experience.  

  • A graduate degree in Business Administration, Political Science, Public Administration, or Transit or Urban Planning, will substitute for the required professional experience on a year-for-year basis.
