Provide senior level project and program management, develop scopes and budgets, and develop and manage consultant contracts. Lead or assist in policy development initiatives related to safe and equitable management of the transportation system, including new transportation technologies. Play a leadership role in the transformation of the City’s street network to one that serves all modes, ages and abilities and prioritizes safety and equity. Manage development of grant applications as assigned for a variety of transportation investments across the City. Develop and lead public engagement processes and respond to public inquiries. Conduct research and analyze data. Coordinate with internal staff and external partners, develop staff reports and give presentations, and operate effectively in a political environment. Apply an equity lens to inform processes and outcomes for all projects.
Functions:
- Provide senior level project management for the City’s Complete Streets Program and implementation of the City’s Transportation System Plan, including coordination with staff and teams in Community Development, Public Works, Parks & Recreation, Urban Forestry, Economic Development, Housing, and special programs as appropriate. Identify and prioritize projects, develop scopes, budgets, timelines and deliverables, and coordinate with internal and external stakeholders. Work closely with transportation planning, traffic engineering, capital design, and other internal stakeholders on project planning, design, and implementation. Coordinate with agency partners, community-based organizations, and other stakeholders, and develop and implement equitable and culturally competent engagement processes. Provide policy and design guidance related to pedestrian, bicycle, small mobility, transit, traffic calming, and transportation demand management projects through a lens of transportation equity and justice.
- Manage and lead transportation elements of corridor, district and station area planning projects; integrate urban design and placemaking activities into transportation infrastructure; support transit-oriented development projects and facilitate the integration of housing and transportation infrastructure; identify key modal connections to serve new transit oriented development, and develop priority projects and provide project management from concept to implementation.
- Develop grant applications, including research, data, and maps, and coordinate the development of project cost estimates. Support implementation of successful grant projects and initiatives.
- Develop, manage, and coordinate transportation planning and policy development projects and initiatives with internal staff and planning partners. Provide support to leadership and supervisory staff in researching and developing transportation policy initiatives that equitably, safely, and efficiently manage the City’s transportation system as the region continues to grow.
- Present project and plan updates and recommendations to the City Council, Transportation & Mobility Commission and other boards & commissions as appropriate, senior City leadership, other departments, agency partners, community-based organizations, other stakeholders and the broader community. Lead high profile projects that represent significant community change and operate effectively in a political environment. Prepare appropriate materials including plans, presentations, technical memos, staff reports, and briefing papers to support community engagement and participation and policymaker decision-making processes.
- Coordinate with other City departments and public agencies on specific projects; schedule meetings, prepare agendas, and facilitate and summarize discussions; respond to inquiries and public comments; participate in and/or attend community, citizen, advisory, commission, and Council meetings.
- Provide technical and functional direction to junior staff.
