INTRODUCTION

Gulf Shores is a world-class, family oriented, all-seasons resort town located between Pensacola, Florida and Mobile, Alabama.  The City of Gulf Shores attracts millions of year-round visitors, flocking to take advantage of beautiful beaches, water parks, cultural events, world-class golf courses, and excellent dining options. While Gulf Shores is known as a popular tourist destination, many people don’t know that we are also the fastest growing city in the State of Alabama. Gulf Shores was the only Alabama city with at least 10,000 people to surpass 50% growth from the 2010 to the 2020 Census.  The Mayor and City Council are as focused on providing quality infrastructure, schools, amenities, and neighborhoods for full-time residents as they are focused on providing a quality environment and memorable experiences for our visitors.  We have recently adopted some exciting new plans and have begun their implementation; plus we are beginning work on a Vision 2035 Plan, and major private-sector developments are being formulated.

GENERAL

The City of Gulf Shores is seeking a Current Planning Manager for the Department of Planning & Community Development.  The Current Planning Manager is responsible for managing, coordinating, and overseeing procedures that implement City Council ordinances, policies and visions relating to land development, as well as assisting residents and developers to move forward with their individual development goals.  The Current Planning Manager addresses short-term growth and development issues primarily through review of proposed zoning changes, planned unit developments (PUDs), subdivisions, and conditional use permits (CUPs).  The Manager also administers zoning overlay districts for the Beach Area, Business and Aviation Park, and Waterway Village.  The Current Planning Manager is responsible for the administration and professional support to the City of Gulf Shores Planning Commission and serves as liaison to developers, property owners, builders, and the public. 

This position is within the Community Development Department and works cooperatively with City staff and departments, including the Zoning Administrator, Chief Building Official, and City Engineer.    

ESSENTIAL RESPONSIBILITIES

  • Receives, reviews for completion, and processes development applications including evaluation of subdivision plats, rezoning applications, right-of-way vacations and other land development proposals; ensures applications conform with City ordinances, master plans, planning principles and the Comprehensive Plan.
  • Prepares reports and documents for Planning Commission agenda; assists with preparations for and routinely attends regularly scheduled Planning Commission, Board of Zoning Appeals (BZA), and City Council meetings/hearings; advises the Planning Commission on zoning and planning matters.
  • Conducts studies; prepares graphic designs, maps, and presentations to illustrate proposed projects to be used in reports and presentations with the aid of applicable computer software applications.
  • Assists the Director of Planning and Community Development in management of the Planning work program by preparing for and facilitating internal technical review committee meetings, managing the concurrent plans review process, conducting related training initiatives for staff, and developing programs to improve operational efficiency. This includes scheduling and coordinating meetings with developers, builders, public, and Councilmembers.
  • Assists the Zoning Administrator with Site Plan review, Zoning appeal and variance requests, and other submittal types as assigned, to ensure compliance with all applicable regulations.
  • Assists the Director of Planning and Community Development with collecting, assembling, summarizing, and analyzing basic data involved in planning, such as land use, population, economic characteristics, traffic, services, land development, and other factors pertinent to a master planning or a comprehensive planning program. Assists in the administration, implementation, and preparation of materials and data gathered for periodic updates of the Comprehensive Plan, Zoning Ordinance, Subdivision Regulations, and other technical regulations and memoranda.
  • Inspects site and subdivision improvements for compliance prior to Certificate of Occupancy (CO), plat/plan approval, or other applicable authorization, as applicable.

KNOWLEDGE, SKILLS, AND ABILITIES

This position requires excellent research, communication, organizational, and analytical skills to review and prepare reports for land development applications.  The position requires the ability to manage multiple complex projects simultaneously while providing superior customer service.  The position also requires verifiable knowledge, skills and abilities in principles, practices and techniques of land use planning, urban design, New Urbanism and Smart Growth principles.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience

  • Bachelor's degree from an accredited college or university with major course work in Urban Planning, Urban Design, Landscape Architecture, Architecture, or related field with  Five (5) years of professional experience as a Planner in a municipal planning function
  • PREFERRED:  Master's degree, American Institute of Certified Planners (AICP) certification, and work experience in a tourism-related or high-growth environment

Licenses and Certifications

  • Valid Driver’s License      

Desirable: American Institute of Certified Planners (AICP) certification; Congress for the new Urbanism (CNU) certification; registered landscape architect; registered architect
