Overview:

The International Transportation Learning Center (ITLC) seeks an experienced and self-motivated research professional to collect, catalog, and curate publications, standards, training resources, and best practices on public transportation workforce development for industry dissemination, execute original research projects and write up key findings for publication.

About ITLC:

Founded in 2001, the International Transportation Learning Center is a non-profit 501(c)(3) organization based in Silver Spring, MD. It is dedicated to advancing public transit and other transportation sectors at the national level and within state and local communities. To accomplish this mission, the ITLC supports labor-management partnerships in transit and transportation organizations, along with relevant non-profit and government partnerships, to help develop programs to improve organizational capacity and expand worker skills and career opportunities.  

About the Transit Workforce Center:

The ITLC has just been selected by the Federal Transit Administration to launch the Transit Workforce Center (TWC), the first ever national technical assistance center to help transit agencies recruit, hire, train, and retain a diverse workforce needed now and in the future. Funded by the FTA and operated by the ITLC, the TWC will support public transit agencies’ workforce development needs for all modes of public transit across urban, tribal, and rural entities and provide strategic leadership on public transportation workforce development needs. The TWC will also help address the national transit worker shortage by providing technical assistance activities geared towards meeting the frontline transit’s workforce development needs.

Duties:

  • Working with other TWC team members and consultants to implement the Resource Center/Clearinghouse on the new TWC website. This Resource Center will host publications, standards, training courses and materials, tools, and other resources pertaining to public transportation workforce development and become a key vehicle for TWC delivery of technical assistance to transit organizations
  • Collect, catalog, post and update resources on the Resource Center
  • Provide direct technical assistance to transit industry organizations in response to requests for Resource Center materials and other research related requests
  • Assist with development of key performance metrics, and identification of dataset needs and data analytic activities to monitor trends in public transportation workforce needs and issues, including identification of areas to further diversity, equity and inclusion in the public transportation workforce
  • Manage the design, development, and implementation of ITLC and TWC research projects on transportation industry workforce, communities, and labor markets
  • Track research project progress and deliverables, and complete monthly/quarterly/annual reports to funding agencies
  • Design and conduct studies measuring the effectiveness, impact, and ROI of skills training and apprenticeship programs, through interviews, opinion surveys, and statistical analysis of HR and vehicle maintenance performance records
  • Carry out general research using computer, internet programs, and other documentary resources
  • Lead or contribute to the development of grant proposals
  • Facilitate collaboration with research and educational institutions and other appropriate partners
  • Ability to travel and represent the ITLC and TWC at conferences and meetings and present research findings
  • Perform other related tasks as needed

Qualifications: 

  • Master’s degree in industrial relations, labor studies, public administration, economics, political science, sociology, urban studies and/or transportation, or related areas
  • At least three (3) years of professional experience in research design, development, and implementation.
  • Equivalent combination of education and work experience will be considered.  
  • Previous work experience with a focus on sectoral workforce development and local, regional or national labor market analysis or similar research experience required.
  • Strong working knowledge of computer applications, such as Microsoft Suite (Advanced skills in Excel)
  • Strong analytic skills and knowledge of research tools such as survey platforms and statistical analysis software
  • Outstanding organizational and time-management skills
  • Excellent communication, interpersonal, copywriting, and presentation skills
  • Ability to work well with minimal supervision, under pressure, manage multiple projects simultaneously and meet deadlines
  • Ability to work in collaboratively and in teams with co-workers and organization partners
  • Knowledge of ArcGIS or other geospatial software a plus
  • Familiarity with labor unions, nonprofits, community organizations, transit and transportation industry and policies, and/or government work
  • Commitment to issues related to diversity, equity, and inclusion  

Location: Silver Spring, MD (Near the Silver Spring Metro Station).

Start Date: ASAP

Type of Employment: Full-time permanent.
