Job Description

This position offers the exciting opportunity to be involved in transportation policy development at the New York City Department of Transportation. The Policy Analyst will support the agencys Policy Unit by conducting research and analysis, drafting policy recommendations, and developing pilot projects. This position will focus on NYCDOT’s growing work on micromobility (e-bikes, e- scooters, and other new devices), shared-use mobility (bike share, e-scooter share, e-moped share, and carshare), and new mobility data sources and standards. The Policy Analyst will also support special projects on range of topics. The position will involve long-term policy projects as well as support the day-to-day activities of the unit. The Policy Analyst will: Conduct research on best practices, Collect and analyze data, Prepare policy presentations, memos, and reports, Track legislative, regulatory, and industry developments and trends at the state, national, and international level, Develop and support pilot projects in partnership with other units within the agency, Represent the agency in citywide and regional initiatives, Draft grant proposals Provide support as needed to the other members of the policy team.

Minimum Qualification Requirements

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or 2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or 3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or 4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or 5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above. SPECIAL NOTE: In addition to meeting the minimum Qualification Requirements above: To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above. To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.

Preferred Skills

The preferred candidate is a well-organized self-starter with an enthusiasm for improving New York City’s transportation systems. The candidate will be working within a fast-paced environment and must have the ability to multi-task and quickly respond to issues as they arise. In addition, the candidate should have: The ability to work as part of a team, Excellent verbal and oral communication skills, Strong analytical skills, including the ability to work with data in MS Excel, Knowledge of transportation policy, Proficiency in Microsoft Office required, proficiency in GIS, Adobe Creative Suite, and statistical analysis software preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
