The City Planner V will serve as the Department’s Land Resources Trails Specialist responsible for coordinating rails to trails land acquisitions and managing the interdepartmental and inter-agency coordination for the planning and assembly of trail projects. The position requires a combination of knowledge in real estate land acquisition and landscape architectural proficiency.

ESSENTIAL DUTIES

  • Assembles and leads a working group comprised of DPD (Planning Bureau) and Department of Housing (DOH) staff for each trail project
  • Prepares maps and presentations for community planning and engagement regarding the trail and areas within ½ mile of the trail
  • Identifies critical parcels for access, affordable housing, and other public policy objectives
  • Applies for grants in support of acquisition or development of trail projects
  • Prepares trail acquisition and development budgets
  • Procures and manages consultant teams for trail feasibility studies and plans
  • Provides support to Department internal project reviews that have an impact on trail projects
  • Responds to inquiries from Alderman, community, and project managers concerning City led trail projects
  • Manages consultants and outside legal counsel for rails to trails acquisitions
  • Negotiates for purchase of fee simple property or easement interests for trail projects
  • Procures appraisals to determine the market value of trail properties
  • Reviews property title and plats of surveys of land being considered for trails
  • Coordinates environmental due diligence revises and right of entry agreements with Department of Asset Information Services as part of trails site assessments
  • Prepares ordinances and presents at Council committees as required for assembly or purchase of trail rights
  • Acquires and assembles land for projects identified as priorities within the ½ mile area of the trail
  • Coordinates with CDOT planning teams that are involved in railroads and trails development
  • Convenes and manages bi-weekly, interdepartmental trails coordination meetings (Planning Bureau, DOH, CDOT, Law)
  • MINIMUM QUALIFICATIONS
  • Graduation from an accredited college or university with a Bachelor’s degree in Urban Planning, Urban Design, Architecture, Landscape Architecture, Transportation Planning, Environmental Planning, or a directly related field, plus five (5) years of planning work experience; or an equivalent combination of education, training, and experience, provided that the minimum degree requirement is met.
  • Preference will be given to candidates possessing the following:

  • Previous experience managing public landscape projects
  • Proficiency working with ESRI ArcGIS products (ArcGIS online stools and ArcGIS Pro)
  • Proficiency working Microsoft Office Suite
  • Proficiency working with Adobe Creative Suite
