The City of Vacaville Parks and Recreation Department recently completed their Parks and Recreation Master Plan; the Park Planner will develop, implement and manage park planning initiatives and projects to ensure City and Departmental goals are met.  This is an exciting opportunity for a planning and design professional to be an integral force in many significant projects that will positively impact the community for years to come.

Our ideal candidate will be flexible, take initiative, work independently and have excellent organizational, oral and written communication skills. The candidate will possess strong interpersonal skills to successfully build solid relationships with City leadership, partnering agencies, and other key stakeholders; and enjoy the challenge of effectively managing a demanding workload of quickly shifting priorities and assuming ownership of key priorities and projects. Our ideal candidate will also have experience in:

  • Initiating, developing, and organizing activities related to the design and renovation of City parks, trails, open space and recreation facilities;
  • Overseeing the plan review of City parks and related facilities;
  • Preparing, reviewing and making recommendations related to long range planning activities that affect the Department including, but not limited to park and recreation facility locations, concept plans, projected costs and financing plans;
  • Recommending and implementing goals and objectives and establishing performance standards and methods, as appropriate;
  • Coordinating and implementing major facility design, and monitoring progress of assigned projects through the appropriate City approval and review processes;
  • Monitoring and tracking the progress and status of assigned projects;
  • Attending and/or scheduling and facilitating meetings with key staff from various City departments to increase collaboration efforts;
  • Planning, coordinating and facilitating community meetings to engage the public and gather feedback on park planning projects, including sensitive matters regarding park development/renovation;
  • Presenting park designs and plans to City Council, Planning Commission and the Parks and Recreation Commission;
  • Working with consultants, including preparing and administering consultant agreements;
  • Determining and negotiating park fees and development agreements with developers and other public agencies; 
  • Participating in budget preparation and administration, preparing cost estimates for budget recommendations, and monitoring the budget(s) of assigned projects;
  • Governmental planning and zoning;
  • Collecting, analyzing and interpreting data pertaining to planning and zoning regulations in complex agricultural and urban areas;
  • Recommending revisions to the City’s General Plan, as appropriate;
  • Researching and preparing clear, concise technical and administrative reports; 
  • Responding to citizen concerns and complaints, and answering questions and providing information to the public;
  • Maintaining a positive work environment that inspires quality work and accountability; 
  • Demonstrating the willingness to cultivate and support positive change within the Department and the City.

Minimum Qualifications:

Education:  Equivalent to completion of a Bachelor's degree from an accredited college or university with major course work in landscape architecture, natural resources, urban planning or related field.
Experience:  Three (3) years of increasingly responsible journey level planning experience, including experience with park development or park planning projects.

License or Certificate: A valid Class C California Driver's License and a satisfactory driving record as conditions of initial and continued employment.
