Develops, reviews, and manages intersection, roadway, and other multi-modal transportation facility studies and projects plans, providing routine and complex transportation planning, traffic engineering, and design analyses and reviews for these project design plans and studies. Prepares written materials to describe the results of technical evaluations, analyses, and reviews performed. Coordinates project-specific plans and studies as well as special transportation program activities within the department and with other county, state, and federal agencies, consultants, elected officials, and citizens. Prepares, oversees, and monitors program and project schedules. Prepares project planning studies, project scopes and schematic functional layouts for multi-modal transportation improvement projects. Manages and reviews consultant studies and designs. Reviews the technical work of other staff.

Other responsibilities include:
 

  • Reviews and critiques traffic studies submitted to the county on transportation facility design plans. Reviews and oversees environmental studies for transportation projects. Performs traffic safety analysis and reviews and analyzes accident data.
  • Uses traffic engineering and planning software for analysis and simulation of roadway capacity and level of service.
  • Prepares technical reports, correspondence, board items, status reports, meeting summaries, and other written materials and makes presentations as needed to describe the results of technical evaluations, analyses, and reviews performed.
  • Performs project management duties requiring a high degree of competence in both technical and administrative aspects, including highly complex, public-private partnership act (PPTA) and four-year transportation program projects. Monitors project grant requirements when applicable.
  • Off-site meetings and site visits may require the operation of a personal and/or county vehicle.
Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background  and driving record check to the satisfaction of the employer.
This position is considered "essential personnel" and will be required to report to work regardless of the emergency situation (weather, transportation, other disaster).

PREFERRED QUALIFICATIONS:

  • Education and experience in two or more of the following areas: transportation planning for roadway and multimodal projects, traffic engineering, and/or transportation design.
  • Experience in project management
  • Experience with local and state governments, boards, commissions, authorities and transportation agencies;
  • Ability to establish and maintain effective working relationships with government officials and the general public.
  •  Ability to analyze transportation and policy issues at the state or federal level;
  • Ability to identify work-flow issues and develop solutions;
  • Strong analytical, verbal and writing skills.
  • Professional Engineer (PE) license a plus

PHYSICAL REQUIREMENTS:
Work is generally sedentary. Ability to do some walking, standing, bending and carrying of items up to 5 lb. in weight. Fieldwork, must be able to operate a motor vehicle. All duties performed with or without reasonable accommodations.

Panel interview and may include practical exercise.
