To direct, manage, supervise, and coordinate the programs, services and activities within an assigned department at a division supervisor level; to coordinate assigned programs and activities with other City departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to the Department Head. This position is overtime exempt.

Under general direction of the Community Development Director, the Program Manager may administer, coordinate, plan, develop, negotiate, and generally manage the activities and operations of the City’s Housing Programs including for-sale first time home buyer housing, rental units, and rehabilitation programs. The City intends to create and protect housing opportunities within the City, which aim to provide housing to meet the needs of various income levels, household sizes and preferences. The Program Manager may coordinate code compliance activities; perform a wide variety of responsible and complex administrative and analytical duties; oversee assigned administrative processes, procedures and programs; and provide information and assistance to the public, City staff and other agencies and entities regarding the Housing Program. This position is overtime exempt and performs related duties as assigned.

Essential Functions :

Oversee and participate in the development, implementation, and maintenance of the City's Housing Program, which may include for-sale first time home buyer housing, rental units, rehabilitation programs, and housing programs related to affordable housing for low-income households, seniors, veterans, unhoused persons, youth or other identified groups (special populations).

  • Collect, compile, and analyze complex information from various sources on a variety of specialized topics related to assigned programs; conduct comprehensive research on local, regional and state housing needs and trends; prepare reports which present and interpret data, and identify alternatives; make and justify recommendations.
  • Assist with bond issues including preparation of debt service projections, analysis, and compliance monitoring.
  • Pursue grant funding opportunities and public/private partnership opportunities for the funding, development and maintenance of affordable housing units.
  • Track, manage, and implement new housing laws. Propose and prepare policy and ordinance amendments as necessary.
  • Participate in or manage housing development projects, including participation on the Development Review Committee, review of housing entitlement applications, negotiation of affordable housing requirements, ensure compliance with local and state density bonus provisions.
  • May direct and coordinate City code compliance activities for the Community Development Department. Receive, review, and respond to inquiries, complaints, reports, and questions regarding the Housing Program and housing units managed by the program. If compliance concerns arise, the Housing Program Manager shall recommend corrective actions, prepare written correspondence, and prepare reports regarding compliance efforts and resulting actions.
  • Make oral and written presentations to the City Council, staff, the public, and professional groups.

Requirements:

Five years administrative and analytical experience for a municipal government agency or non-profit agency housing program experience, including two years of supervisory responsibility.

Experience with development of market rate housing, affordable for-sale and rental housing, financing, and rehabilitation programs is desirable.

Understanding of HUD and HCD programs, restrictions, and applications to local programs, familiarity with CDBG and HOME programs, general knowledge regarding loan underwriting and the real estate transaction process.

Bi-lingual Spanish desirable.

Training

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, urban studies, economics, or a related field.  A Master’s degree is desirable.
