Summary Statement:

The Planning and Development Services Director is visionary about modern cities, and recognizes the nexus of urban planning, housing, transportation, climate and equity as means for people to connect with their community. This role shares that vision and inspires their team to look for innovative solutions, creative uses for existing infrastructure, and anticipates the opportunities and needs which accompany rapid growth in an emerging Western city. They continually share a vision for the way things can be, set a new baseline in comprehensive planning, zoning and building codes, and direct resources toward solutions in housing and accessibility. By engaging in a two-way conversation with the community and building partnerships beyond traditional agency roles, they influence development toward accessibility over mobility and strike a balance with transit and business as critical elements of a city’s success. Simultaneously, they direct a team of managers, professionals, administrators and technicians who sustain a strong foundation of high-quality services to the community. The director tackles challenges with a systems approach by removing silos, integrating people, process and technology, and leveraging the highest value opportunities.

As an Appointed Officer under general direction from the Mayor and City Council, work is performed within policies and administrative regulations with wide latitude for exercise of independent judgment.

This position is designated as At-Will.

Essential Functions:

The Planning and Development Services (PDS) Director continually shares a vision for the way things can be, while driving action and progress forward. They set a new baseline in comprehensive planning, zoning and building codes and directs resources toward solutions in housing and accessibility. In consultation with Mayor and Council, they identify all possible opportunities to fulfill the city’s vision and mission as it relates to department programs and services. They actively orchestrate development and implementation of initiatives, policies, and programs to strengthen community partnerships, public awareness and support for department programs and policies. The director engages and partners in cooperative working relationships with diverse constituency groups such as neighborhood associations, professional trade organizations, the public, local businesses, inter-governmental agencies, news media, elected officials, city peers and their team members. As the department’s top administrator, directs the activities of planning, building and permit services, housing, and community development. Drives teams toward continuous efforts to improve operations and provide quality, seamless service to the public. Maintains high-quality public relations through courteous and prompt attention to questions, conflicts and complaints regarding department actions, policies, or procedures. Develops, recommends, implements, and enforces department policies and procedures. Researches, evaluates, and makes recommendations regarding department programs that will enhance overall effectiveness. Directs preparation of planning studies, reports and surveys. Directs preparation of reports, correspondence, and maintenance of records in accordance with local, state and federal regulations. Administers, directs, prepares and participates in development of the department operating and capital projects budget. Presents the annual operating budget for approval by Mayor and Council. (25%)

Participates as a member of the Executive Management Team addressing issues of concern to the department and the city. Participates in strategic planning and works closely with the city’s elected leadership in setting and carrying out the city’s vision, mission, goals and objectives for the department. Contributes to the success of all departments’ highest priority goals and communicates wider city strategies to their team members. Meets frequently with Mayor and City Council to report on department activities, policies, programs, performance, and budget. Models behavior that supports city values. Keeps up with trends and reviews and evaluates existing and proposed legislation applicable to the department. (15%)

Provides staff support to and acts as technical advisor for the Mayor and City Council as well as numerous Council appointed commissions and committees such as the Planning and Zoning Commission, Design Review Committee, Historic Preservation Committee, and various ad hoc study committees. (10%)

Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization. (15%)
