Senior Planner-Community Planning
The Loudoun County Department of Planning & Zoning is seeking qualified applicants for the position of Senior Planner within the Community Planning Division.
Work responsibilities will primarily support the implementation of the County’s newly adopted Comprehensive Plan, which takes an innovative approach to land use planning that focuses on the form and function of places rather than prescriptive land use guidelines; therefore, the position provides opportunities for an innovative planner with a particular emphasis on quality development and urban design. Assignments may include developing targeted community and neighborhood plans; informing land use planning around transit-oriented development and numerous other planning projects; community outreach and engagement supporting department planning activities; architectural and site design review; writing plan consistency referral reports for legislative applications (rezonings, special exceptions, and zoning modifications, etc.); coordination of planning activities with other County departments; and assisting with developing strategies for redevelopment and revitalization.
Loudoun has been one of the fastest growing communities of its size for two decades and has developed a unique combination of compact, suburban communities in the east and distinctly rural communities in the west. This has created a dynamic planning environment with historic towns; established suburban neighborhoods; new town centers featuring a mix of retail, entertainment, employment and housing; rich natural amenities; and a vibrant rural economy with a growing number of farms, craft breweries, and wineries.
The planned arrival of Washington Metrorail service to eastern Loudoun beginning in 2020 will create additional planning and economic development challenges and opportunities, necessitating energetic and innovative planning staff to help shape anticipated transit-oriented urban centers.
The successful candidate should possess a minimum combination of education and experience equivalent to a Master’s Degree in planning or related field (landscape architecture, architecture, urban design, etc.) and two (2) years of professional land use planning or urban design experience. The successful candidate must be customer service-focused and exhibit excellent writing, presentation and analytical skills; facilitation and problem solving skills; the ability to communicate effectively with staff, applicants, the public, as well as elected and appointed officials; and the ability to meet deadlines and maintain product quality while managing multiple assignments.
Applicant must have a practical knowledge of land use planning, architectural/urban design principles, zoning, transportation, sustainable building/development, environmental planning, and project management. Preferred qualifications include American Institute of Certified Planners (AICP) certification, experience in local government planning organizations, knowledge of planning and land use practices in Virginia, and experience managing/facilitating long range planning projects and other development-related projects.
Some attendance at night meetings after normal business hours is expected.
The position requires a valid driver’s license, driving record check, and background/credit check. Teleworking is an option after successful completion of probationary period.
