HOUSING PROJECT PLANNER - Community Development
$79,064 - $96,104 Annually

Under general supervision provide oversight and coordination of a variety of housing-related planning and rehabilitation projects that include an existing or potential affordable housing component; collaborate with assigned Planner when applicable to oversee and coordinate assigned planning projects, activities and operations; implement and monitor assigned projects; document related stages, steps and procedures of assigned projects; ensure compliance with contract specifications, financing requirements and affordable restrictions on multifamily projects and owner occupied affordable housing.

Provide oversight and coordinate activities of, and serve as a liaison to consultants, developers, contractors, boards, commissions, public agencies and City staff to identify and resolve problems; review and evaluate work products, methods and procedures. Review, evaluate, develop and administer complex financial proformas and audits, contracts, agreements and covenants to ensure conformity with funding sources, local ordinances, state and federal regulations, the City's Affordable Housing Policies and Procedures and project plans; negotiate contracts; prepare staff reports and professional services agreements; explain, negotiate and make recommendations regarding application requirements and issues. Analyze and participate in the development of a variety of amendments pertaining to the General Plan Housing Element and zoning ordinances; monitor implementation of the General Plan Update.

Review and evaluate developer proposals, including but not limited to financial proformas to determine the maximum per-unit subsidy amounts; perform detailed underwriting including subsidy layering; assess the reasonableness of profit or return to the owner or developer for the size, type and complexity of the project; examine the sources and uses for each project and determine whether costs are reasonable; assess the market conditions of the neighborhood in which a project will be located; asses the experience and financial capacity of the developer; determine whether there are firm financial commitments for the project. When applicable, prepare required Project Evaluation Forms for assigned projects applying for Low Income Housing Tax Credits.

Review and evaluate existing contractual obligations, such as loan agreements, to ensure compliance and analyze annual financial statements to determine payments owed to the City. Review and evaluate new and existing multifamily housing projects and general creative solutions to extend affordability and provide long-term funding to support the administration of the City's affordable housing program. Determine the City's loan financing terms on multiple affordable housing projects and make recommendations to the City Council on the most effective use of available housing funds. This is an opportunity for an experienced housing planner interested in community involvement, policy development and regional issues.

Knowledge of: Principles and practices of capital project planning, public participation, environmental protections, and development review; Local, State and Federal laws, and regulations pertaining to capital project planning and their practical application to local situations; principles and practices of Real Property Escrow and Title; principles and practices of real estate law, financing and analysis; research methods and techniques including demographic and statistical analysis and preparation of reports, graphs and maps; planning theory and practice, and an understanding of the physical, social and environmental issues of the City and region; modern office procedures, methods, and computer equipment.; specific knowledge of Microsoft Access, Microsoft Project and the Microsoft Professional Office software used in the scheduling and managing of construction projects.

Ability to: Negotiate and manage complex planning and housing projects with consultants and developers; administer contracts with outside consultants; prepare and conduct presentations; review capital project proposals in order to ensure compliance with laws, regulations and policies; communicate clearly and concisely, both orally and in writing; establish and maintain cooperative working relationships with those contacted in the course of work and make required presentations to various commissions and boards including the Santa Barbara Planning Commission and the Architectural Board of Review.
Education: A Bachelor's degree in urban/regional planning, policy and development, environmental planning or business administration is highly desirable.

Experience: Three to five years of increasingly responsible professional planning experience, including at least one year of project management experience, is highly desirable.

License Requirements: Applicants must possess a valid California Class C driver's license at the time of appointment. The ability to become a certified Notary Public is required.

Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting, standing and walking; operating motorized vehicles.

The probationary period is regarded as a continuation of the testing process, during which time an employee may be rejected at any time without cause and without the right of appeal to the Civil Service Commission. An employee who changes from full-time status to part-time becomes an Unclassified / At-Will employee.

THE SALARY RANGE consists of five steps, each representing an increase of approximately five percent. STEP INCREASES, through the top salary step, are tied to job performance with annual performance reviews. Employees receive annual performance reviews.

  • The City is a member of the Coastal Housing Partnership, which offers home loan assistance and rental reductions.
  • 9/80-Standard Citywide 9/80 work schedule with closures on alternate Fridays.
  • Flexwork/Telecommuting is available.
  • Bilingual pay may be available at a rate of $64 / pay period.
  • Vacation is accrued at 80 hours / year, increasing with City service.
  • Personal leave (32 hours) is provided each July 1st at the start of the fiscal year (pro-rated the first year).
  • Sick leave is accrued at the rate of 96 hours / year.
  • Holidays: 10 holidays (80 hours) are observed / year.
  • Retirement: PERS Miscellaneous formula: "Classic" members: 2.7% @ 55; employee contributes 10.726% of salary. "New" members: 2% @ 62; employee contributes 6.75% of salary. The City does not participate in Social Security.
  • Insurance including medical, dental and vision benefits are available under a group plan. The City pays a monthly maximum of $955.40 (employee only coverage) or $1110.01 (employee + 1 or family coverage), towards medical, $82.66 towards dental, and $10.21 towards vision.
  • Employees who opt-out of the group insurance coverage may be eligible for a cash pay-out of up to $362.38 / month.
  • Life Insurance: City-paid term life insurance ($50,000) is provided.
