The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is seeking a Division Chief to oversee the Park Development Division at the Montgomery County Department of Parks. The Department has a career staff complement of nearly 800 employees and serves a diverse population of more than one million residents. The Department manages 421 parks on nearly 37,000 acres of parkland with an annual operating budget of over $100 million, and a six-year Capital Improvements Program of over $220 million.

The Chief of the Park Development Division (PDD) reports to the Deputy Director of Administration and is responsible for implementing the Department's Capital Improvement Program (CIP) to develop parks and recreation infrastructure by directing and overseeing six divisional units. The units include Real Estate Management, Design, Architecture and Special Projects, Environmental Engineering, CIP and Procurement, and Construction Inspection and Management. The successful candidate has a passion for parks and recreation coupled with considerable management experience, exceptional communication skills, and the aptitude and judgment to work in a complex work environment with various stakeholders and political demands.

We are looking for a multi-faceted and creative leader who has extensive professional knowledge in acquiring, planning, designing and constructing parks for a diverse and well-established, but ever-evolving park system. The ideal candidate is highly skilled at collaborating and communicating with stakeholders, including the Planning Department, Planning Board, operations and maintenance staff, elected officials, County residents, and community organizations.


  • Oversees the Department's six-year CIP totaling approximately $220M and manages the Division's operating budget of approximately $6 million and a staff of approximately SO employees.
  • Manages the preparation of the CIP for land acquisition and park development for approval  by Director, Planning Board and County Council; participates in the development of various strategies involving funding approaches, project scheduling and establishing criteria for prioritizing projects; and meets with Planning Board and  County  Council  members  to explain CIP strategy and provide project updates.
  • Monitors and ensures a high rate of implementation of CIP projects.
  • Manages land acquisition and partnerships.  Ensures  receipt  of  land  donations, identification of land desired by Commission and proper acquisition. Monitors availability of potential parkland on market. Ensures accurate appraisals and effective negotiations for purchase of land for the Commission and the County. Oversees the Legacy Open Space Acquisition Program that identifies open space lands  that should  be acquired  and interpreted because of exceptional natural or cultural value.
  • Manages facility planning, design and construction of facilities.  Ensures  review and approval of architectural and engineering designs for new parks, buildings  and other facilities. Ensures management and coordination of new construction and renovation work  by outside contractors and Commission crews.
  • Adheres to state, county and federal codes or guidelines such as historic preservation requirements, ADA, County soil erosion, sediment control, storm water management and forest conservation requirements.
  • Manages the State Program Open Space for the County. May serve as the County Liaison Officer for the administering the program with municipalities in the County.
  • Reviews and approves Requests for Proposals (RFPs), Invitations for Bid (IFBs), contracts for design and construction and other related services. Participates in claim resolutions associated with contracts in collaboration with Central Purchasing and the Legal Department.
  • Ensures that the Division's work products and the processes within which the products are created are consistent with the Montgomery County's Area Master Plans, Functional Plans and Sector Plans.
  • Prepares reports and presentations for the Planning Board and public meetings.
  • Serves as a key member of the Department's management leadership team.

1. A Bachelor's degree in Planning, Urban Planning, Recreattion Planning, Engineering, Architectture, Landscape Architecture, Construction Management or any related field.

2. Eight years of progressively responsible expereince that includes substantive work in the range of duties and responsiblities in this class specification.

3.  An equivalent combination of education and experience maybe substituted, which together total 12 years.

4.  Valid driver's license in accordance with both State and Commission rules and regulations.  Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perfrom driving duties required by the position of assignment.



Preferrred Education and Experience:

Valid Registered Professional License issued by any state within the United States consistent with one's own field of technical expertise is required for eligibility.  A valid Registered Professional License issued by the State of Maryland consistent with one's own field of technical expertise is required within six months of appointment to a position in this class.
