2020 Comprehensive Plan Update

The City of Sandpoint (Sandpoint) is pleased to present this request for proposals from qualified Consultants to provide long-range planning and visioning services in support of a Sandpoint Comprehensive Plan Update

Sandpoint is seeking an innovative and multidisciplinary team with demonstrated expertise in long-range municipal and regional planning to analyze the existing Comprehensive Plan and propose updates where warranted and based on community preferences.  The selected team will be capable of providing extensive research, modeling, mapping, analysis, and a proven ability to assist the City in developing creative solutions for inclusive and broad-based community engagement.

The Updated Comprehensive Plan will build upon and integrate with various master planning efforts completed or currently underway by Sandpoint and include all elements as mandated by Idaho’s Local Land use Planning Act of 1975 (LLUPA) in accordance with Idaho Code §67-6508.  Other plan elements may also be incorporated into the plan update, following a robust public input process. 

A 20-year vision by and for the Community, the resulting plan update is intended to guide the day-to-day decisions of elected officials, appointees to various citizen commissions or committees, and Sandpoint City staff.  It shall consider previous and existing conditions, compatibility of land uses, local, regional, as well as applicable national trends, and contain updates and/or additions to specific goals and objectives as deemed necessary.  A practical implementation component with specific actions and timeframes shall be provided to enable Sandpoint to actively address current and future growth in a manner consistent with the Plan.

The City requests that the Comprehensive Plan update occur in the following two phases:
1.    Interim update specifically addressing the Sandpoint Public Airport
2.    Remainder plan components
