WTC Site Swap Being Considered

The New York Post reports that talks to transfer the WTC site to the city are underway.
Under the deal being considered, the city would trade the land it owns under Kennedy and La Guardia airports to the Port Authority in return for the PA giving the city the Ground Zero property. The negotiation is complex, also involving demands for payments the city believes it is owed as a substitute for property taxes on the trade center site, as well as $660 million in back rent the city claims on the airports.
