Do Industrial TIF Districts Work?

Nearly 3% of Chicago's land is designated as tax-increment financing (TIF) districts. Now, four years later, has it worked?

"At least three of the districts — those nearest the central business district — appear to be solidly on track to at least meet their financial goals, largely owing to the recently ended economic boom. Three others closer to the city periphery face a much tougher struggle and are lagging, though officials predict that millions of dollars invested in environmental cleanup soon will show results."
