Do Industrial TIF Districts Work?

Nearly 3% of Chicago's land is designated as tax-increment financing (TIF) districts. Now, four years later, has it worked?
"At least three of the districts those nearest the central business district appear to be solidly on track to at least meet their financial goals, largely owing to the recently ended economic boom. Three others closer to the city periphery face a much tougher struggle and are lagging, though officials predict that millions of dollars invested in environmental cleanup soon will show results."
