Saving A Shrinking Downtown

Census figures show declining population in Evansville, IN. As its downtown deteriorates, residents and preservationists try to save the neighborhood.
"Unlike many other cities, Evansville has not developed a plan for addressing the many related issues...But the question of how to save and revitalize the older neighborhoods ?will have to be addressed? if city officials hope to succeed with efforts to revitalize Downtown,..Among other things, it means there are thousands fewer taxpayers sharing the costs of city services."
