This map from Mint looks at American cities that have spent the least so far in 2009, and those that are also cutting back budgets.
Topping the list of the most frugal cities is Brooklyn, with a 28% reduction in spending and budget. It is one of five cities that spend less than the national average.
The map is based on discretionary spending habits in 20 American cities between 2008 and 2009.
