California's Prop. 90 and Its Impact On Redevelopment

Prop. 90 looks like a simple anti-Kelo bill...until you get to the part about regulatory takings. Officials in Los Angeles are waiting with baited breath to see if the proposition passes.
"In recent years, one of the favored redevelopment strategies in Los Angeles has been to use the power or threat of eminent domain to acquire property and then sell it to a private developer."
Projects as diverse as the Staples Center and NoHo Commons employed eminent domain techniques to assemble parcels; now, with Prop. 90 on the ballot this November, the days of redevelopment in LA as we know it may be over.
