Attempting to allow mixed-use development in a commercial zone, City of Salem planners have been blasted for potential negative impacts to business: "The 12th Street business owners foresee their new residential neighbors complaining to authorities about the natural noise, smell and grime that comes from doing business. They are convinced that mixed-use development will ruin their property values and make it impossible for them to sell their businesses come retirement time." Others see the commercial area in need or revitalization.
