New Growth Policies For California?

Land use policy is barely on the radar screen of California's wild race forgovernor. Yet a new governor -- Democrat or Republican -- could introduce a new set of growth policies that have far-reaching effects, California Planning & Development Report Publisher William Fulton writes.
