Is there really a housing crisis? If so, what can we do about it?

Harvard's Taubman Center has published its 2003 report which looks at zoning and environmental policy along with the effects that they have on local housing markets. Even if the report overestimates the costs by a factor of two and underestimates the tax-benefit by a similar amount, the conclusion would be pretty much the same: destination resorts cost local government and taxpayers money.
