A change in federal law on Monday meant that over 16,000 Virginia motorists must double or triple-up when using carpool lanes in Virginia. Next month, electric vehicles will need three occupants to drive free on I-395 when HOV lanes become HOT.

The Australian toll road company, Transurban, will build two, 10-mile reversible express lanes for Virginia Department of Transportation and provide $277 million for a new bridge in the corridor. Free for carpools, others will pay a variable toll.

The lanes are in use now, operating as High Occupancy Vehicle (HOV) lanes during peak hours. Come December, solo-occupant vehicles will be able to use the converted lanes, providing they have E-ZPass transponders. However, there are some losers.
