Road planners looking to increase capacity without adding lanes are focusing on managing existing lanes more effectively. Massachusetts has gone the opposite direction. The Conservation Law Foundation plans to hold them accountable.

The Hampton Roads Transportation Planning Organization is proposing a 45-mile network of high-occupancy toll lanes on I–64 that includes conversions of 16 miles of carpool and three miles of general-purpose lanes. No unpriced lanes would be added.

The two-year-old I-405 express toll lanes are actually a trial. It's up to the legislature to decide whether they will be permanent. Two metrics were laid out: revenue and performance, but there's controversy there as well.

Utah's I-15 express lanes are suffering PM peak-hour congestion. The maximum charge is $1 per zone. The Transportation Commission will vote to double it, but the chair of a key legislative committee suggests charging "what the market will bear."

No one's suggesting that freeways will be converted to tollways, but a pattern is emerging that when freeways are widened, express lanes, financed in part by user fees, are being added rather than mixed-flow lanes. Case in point: the Inland Empire.
