Secretary Zinke's order is part of the "energy dominance" agenda of the Trump Administration to make the U.S. a major energy exporter. The order will reduce the time needed by the Bureau of Land Management to process permitting for new wells.

Seven oil companies, including Chevron, have been injecting wastewater into 10 aquifers for decades despite never receiving permission from the U.S. Environmental Protection Agency to do so. The aquifers are not currently used for drinking water.

While billed as an "anti-fracking initiative," Measure Z in Monterey County, the 4th-largest oil-producing county in California, does far more. It bans new oil drilling and requires the cleaning of wastewater from current drilling operations.
