California legislators have it easy compared to their counterparts in Oklahoma and Arkansas who seek to increase revenue through tax increases. A bill to hike gasoline and cigarette taxes and revise alcohol taxes faces a high hurdle.

Missouri has come up with a unique way to pay for roads, and it's even a user fee, though it bears no direct relation to road users other than for those driving to the store to buy their cigarettes. So much for using the tax to address public health.

Gov. Jerry Brown has an environmental goal that conflicts with an infrastructure goal: reducing oil consumption and raising funds to pay for deferred road needs. The solution may be the Road User Charge, which lies in the hands of a new committee.
