Solo-Occupant Hybrid Vehicles Lose Access to Carpool Lanes

A change in federal law on Monday meant that over 16,000 Virginia motorists must double or triple-up when using carpool lanes in Virginia. Next month, electric vehicles will need three occupants to drive free on I-395 when HOV lanes become HOT.

One of the major reasons for purchasing an electric vehicle in California is the ability to use a carpool lane as a solo driver and use an express lane toll-free. The latter perk will soon disappear for solo-occupant EVs on two freeways.

On July 1, 85,000 hybrid vehicles in CA bearing clean-air stickers lost the privilege to drive solo in the carpool lane. UC Berkeley researchers show how that exclusion slowed speeds in the HOV lane while increasing congestion in the adjacent lanes.
