The good news: the Clean Air Vehicle program for electric vehicles will be extended for at least three years. The bad news: not all EVs that have a decal now will be able to be renewed. Congestion on HOV and HOT lanes is a major concern.

One of the major reasons for purchasing an electric vehicle in California is the ability to use a carpool lane as a solo driver and use an express lane toll-free. The latter perk will soon disappear for solo-occupant EVs on two freeways.

The lanes are in use now, operating as High Occupancy Vehicle (HOV) lanes during peak hours. Come December, solo-occupant vehicles will be able to use the converted lanes, providing they have E-ZPass transponders. However, there are some losers.

On July 1, 85,000 hybrid vehicles in CA bearing clean-air stickers lost the privilege to drive solo in the carpool lane. UC Berkeley researchers show how that exclusion slowed speeds in the HOV lane while increasing congestion in the adjacent lanes.
