Salary range: $4513 - $5486 per month, depending on experience and qualifications

The Sacramento Area Council of Governments (SACOG) is seeking qualified candidates for the position of Analyst I (Land Use). The position will report to SACOG’s Planning Manager. This is an entry-level position. Initially under close supervision, employee learns to apply concepts and work procedures and methods in assigned area of responsibility to resolve problems of moderate scope and complexity. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Example of Duties:
This position will be an integral part of the land use team at SACOG. Duties generally may include, but are not limited to, the following:
- Complete very detailed and technical work using GIS, or a GIS software-based tool, including testing the GIS software-based tool and coordinating with the land use team to develop the methodology for using the tool and interpreting the results.
- Research, investigate, survey, and gather a variety of information and data for the preparation of planning reports and studies, as well as for the land use GIS and planning document libraries.
- Assist in compiling, arranging, analyzing and interpreting data; analyze and summarize compiled data and present them in the form of maps, reports, tables or statistical analyses.
- Assist in making comparative studies of land use, or economic activities, housing, transportation, environmental factors and related subjects.
- Assist in writing the Metropolitan Transportation Plan/Sustainable Community Strategy (MTP/SCS) and/or associated Environmental Impact Report or other regional documents.
- Prepare governmental review letters evaluating proposed land use projects for consistency with the MTP/SCS or Blueprint Preferred Scenario, as well as other requested project support letters.
- Answer inquiries and assist the public in matters relating to the functions of SACOG, especially related to land use data analysis and reporting requests and as part of public meetings or workshops.
- Maintain relationships with agencies involved in, or affected by, planning studies and projects and prepare for and attend outreach meetings related to land use.
- Plan and prepare portions of complex projects under supervision.
- Work effectively in a challenging, team-oriented environment.
- Perform related duties as needed or assigned by SACOG management, including miscellaneous tasks supporting the MTP/SCS or other project as assigned.
In order to effectively assist in assigned projects, a background in land use planning and a knowledge of planning principles is highly desirable. Experience and aptitude in GIS is a must and candidates should be comfortable manipulating and analyzing data using a variety of tools including ArcMap, Excel, and Access. The ability to clearly convey data analysis results is also important. Accuracy and attention to detail and adaptability to working with an iterative process is desired.
Training & Experience:
Education equivalent to a bachelor’s degree in planning, engineering, or closely related field. Some professional planning and/or GIS experience is desirable. Candidates should be comfortable using Microsoft Office products as well as ArcGIS products. Possession of a valid California driver’s license is required.
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
The employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. The employee interfaces with staff, management, member jurisdictions, external funding agencies, and business representatives in explaining SACOG policies and procedures and requesting and providing information.

The Sacramento Area Council of Governments (SACOG) is public agency (Joint Powers Authority). SACOG is a voluntary association of local governments formed by six counties, El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba, and twenty-two cities within those counties.
SACOG is governed by a Board of Directors composed of County Supervisors and City Council Members appointed by the member jurisdictions. The Board is advised by several policy and technical committees. A full-time staff is employed to implement SACOG policies and work programs, and to coordinate the efforts of consultants who are retained to augment the staff's efforts.
