The San Mateo County Transit District is the administrative body for public transit and transportation programs in San Mateo County, California: SamTrans bus service, Redi-Wheels paratransit service, Caltrain commuter rail service and the managing agency for the San Mateo County Transportation Authority. The District transports approximately 32 million customers a year and is one of the nation’s top transit agencies. The San Mateo County Transit District seeks a Principal Planner (Policy Programming) to be responsible for the development of strategic transit planning initiatives for the Peninsula Corridor Joint Powers Board (Caltrain).

The Principal Planner will develop and manage long-range and short-term rail plans, programs and projects, as well as manage planning programs and develop policies, procedures, and projects. The Principal Planner will also develop and maintain working relationships with internal and external stakeholders to identify leveraging and partnership opportunities, develop consensus on project, schedule, budget and related activities for rail programs and projects, provide system planning for the blending of California High Speed Rail Authority (CHSRA) and Caltrain, and for planning support on the Caltrain Business Plan and present agency planning initiatives at meetings both internally and externally.

S/he will be responsible for developing and managing the Caltrain Strategic and Short-Range Transportation plan related to Caltrain facilities, station area and access, developing project scopes, methodology evaluation criteria and schedules for studies related to the strategic planning for Caltrain commuter rail, reviewing, analyzing and developing analytical studies to make policy recommendations for on-going initiatives and/or projects, working closely with District’s Grant and Financial departments on analyzing financial data related to Caltrain policies and preparing and submitting required regional, state and federal reports. Other duties include leading studies to forecast future Caltrain ridership, maintaining and updating existing Caltrain planning policy tools such as the Rail Corridor Use Policy, and Transit Oriented Development, communicating and educating stakeholders on changes in policies and practices within the organization, coordinating with grants department as they develop grant applications, preparing and presenting reports and communicating to public agencies, officials, senior staff, board members, and outside agencies and committees and participating in regional forums addressing subject areas such as the long range rail strategic plan.

The ideal candidate will have a Bachelor’s degree in urban planning, transportation planning, transportation engineering, engineering, economics, public policy, business administration, sustainability or related field with four (4) years of full time progressively responsible planning experience in the above disciplines, plus two (2) years of experience in public policy development. Experience with passenger rail planning programs desired. Knowledge of GIS or mapping software, Adobe Illustrator or InDesign is desired. American Institute of Certified Planner (AICP) is desired. Must be proficient in Microsoft Word, Excel, and PowerPoint. Must have excellent oral and written communications skills.
