The Deputy Director for Citywide Planning is a direct report to the Director of PBCE and provides leadership of all Citywide Planning functions. The position also contributes to the overall management of the Department through overseeing various interdivisional project teams.

The Deputy Director for Citywide Planning is in charge of developing Planning policy, and of maintaining and amending the Envision San Jose 2040 General Plan (General Plan). The position is principally responsible for advising the Director in interpreting the General Plan and principally responsible for developing implementation programs, procedures and instruments (including codes, rules and regulations, and studies and reports) to consistently implement the goals, objectives, and policies of the General Plan. The position is also responsible for managing the preparation of area plans and urban village plans for various geographic areas of the City.

The position manages an interdisciplinary team of planners and provides executive direction for specialized professional planning functions, including land use, zoning, urban design, historic preservation, housing, transportation, economic development, and data analytics. The position develops and oversees the organizational structure, the annual work program, and the budget and staffing of the Citywide Planning function and assists in the preparation of the Department’s work program and budget. 


As a principal deputy, the Deputy Director of Citywide Planning represents the Department and the Director at all times and officiates on the Director’s behalf as needed, and represents the Department and the Director at meetings with the public, elected officials, other departments/agencies and various stakeholders.
