The Parks Planning and Natural Resources Division within the Community Services Department is responsible for the citywide urban forestry program and the planning, acquisition, development, and major maintenance of the City's parks, trails, natural areas.  The park and natural area system is comprised of 32 developed parks, 13 miles of trails, and several major natural areas.  While the 51 acre Gene Coulon Memorial Beach Park anchors the south shore of Lake Washington, the Cedar River Corridor includes 8 developed parks, an 18-hole golf course, over 250 acres of open space and 4.5 miles of trails.  Four countywide regional trails link to Renton:  Eastside Rail Corridor, Lake to Sound Trail, Cedar River Trail and the Soos Creek Trail.

 
This position will manage design and construction contracts and perform project management functions in support of the capital improvement program.  The position will also assist in performing short and long range planning functions related to the Parks, Recreation and Natural Areas Plan and park master plan development.  Experience in applying for and administering grant funding to leverage capital improvement funding is desirable. Candidate must have excellent communication skills and experience in facilitating public meetings and making presentations.

Essential Functions:

  • Manage capital improvement and major maintenance projects; develop and maintain project design and construction schedules; produce needed documents for permit process; apply for and procure necessary permits.
  • Coordinate project design and construction elements with user groups, other affected City departments, non-city agencies and the public.
  • Assist in planning and preparation of the departments Capital Improvement Program (CIP) budget.
  • Assist in the preparation of complex reports.
  • Develop and coordinate community outreach efforts.
  • Coordinate, and facilitate, intra-departmental stakeholder, and public open house meetings to solicit feedback. Coordinate and facilitate outside agency meetings.
  • Develop and maintain project budgets; develop cost estimates for projects; develop Division 0 and Division 1 specifications on major projects requiring outside consulting assistance; negotiate and monitor contracts and services of outside firms to assure compliance with specifications.
  • Research, prepare, present and assist in the administration of grants for parks acquisitions, renovations and new facility developments.
  • Prepare informational materials and make related presentations to City staff, elected officials and public groups; act as liaison between end users, City staff, contractors and City projects.
  • Provide written and verbal reports on updates.
  • Conduct plan review for City projects; perform regular inspections of construction projects to ensure compliance with plans and specifications, coordinate safety requirements and other applicable standards; review of materials and methods used in construction.
  • Monitor budgets and payments to consultants and contractors; perform project closeout; process warranty items; arrange for training on new structures and equipment; distribute operations and maintenance manuals.
  • Manage public bid process and contract signing procedures. 
  • Administer consultant and construction contracts; participate in consultant selection process; draft Request for Proposal (RFP)/Statement of Qualifications (SOQs); develop scopes of work; draft contract language; process addendums and change order requests; assure compliance with City's risk management requirements; perform bid analysis and make recommendation for award.
  • Perform design functions on City projects; write specifications; develop recommendations for site plans and construction methods; assist with the production of master plans and conduct related studies.
  • Serve as a technical resource for City departments on site-related parks, trails and open space issues.
  • Provide technical support on construction projects.
  • Assist in the development of Planning and Vision documents.
