Position: Construction Management Permit Supervisor (CE, Supv) 

The Street Use Division of the Seattle Department of Transportation (SDOT) is looking for an individual who is ready for a challenging and exceptional opportunity working with a team of professionals whose mission is to deliver a safe, reliable, efficient, and socially equitable transportation system that enhances Seattle's environment and economic vitality.
The Construction Management Permit Supervisor will oversee a team of staff who coordinate and issue over 24,000 building and utility construction permits a year that spans in complexity from small utility repairs to highly complex downtown construction.  This position reports to the Permit Services Manager and ensures the following objectives are met: (1) best management practices are applied that meet city and SDOT initiatives and policies to ensure Right of Way (ROW) closures maintain a functional transportation network; (2) quality control and assurances of right of way management planning and permitting; and, (3) ensure systems are in place to provide a streamlined, transparent, and predictable permit review system.

  • Oversee the technical permit review process for building and utility construction activities in the right-of-way;
  • Act as the technical lead on construction means and methods, construction phasing, engineering principles, and traffic network analysis;
  • Coordinate project activities with internal and external stakeholders including other SDOT divisions, public and private utilities, WSDOT, King County Metro, Seattle Department of Construction and Inspections, and community groups;
  • Supervise a team of 21 permit technician and reviewer staff with up to 6 direct reports and serve, when needed, as a project manager for right of way use associated with large development or utility projects;
  • Direct day-to-day operations of staff including assignment of projects, technical guidance,
  • and ensure City goals and policies are addressed;
  • Provide day to day technical assistance, training support and guidance related to technology platforms used
  • by staff;
  • Develop, monitor, and measure program metrics and tools to ensure work plan efforts are staying on track, work load management systems are integrated and working efficiently, and practices are being applied consistently to meet service delivery objectives;
  • Lead and support efforts in developing and maintaining standard operating procedures, customer tools, and outreach efforts related to policy and process changes;
  • Support efforts in developing and managing a budget of $5.4 million;
  • Participate and/or lead cross-functional process improvement work with internal and external stakeholders;
  • Participate and/or lead Design Guidance meetings for large development or utility projects;
  • Participate in construction coordination meetings and act as the lead for large development or utility projects;
  • Investigate and follow up on inquires and complaints from citizens, other agencies, and elected public
  • officials;
  • Provide leadership and decision regarding personnel matters; apply City and department policies and
  • procedures, and resolve controversial personnel issues;
  • Support department goals in promoting diversity and social justice.

  • Bachelor's Degree in Civil Engineering or Civil Engineering Technology;
  • Six years of professional civil engineering experience, including two years of supervisory experience;
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.

Licensing/Certification/Other Requirements 

  • Current registration as a Professional Engineer in Washington State
  • Current Washington State driver's license or evidence of equivalent mobility
  • A background check may be required for this position

Desired Qualifications   

  • Experience supervising several people with different skill sets and abilities, including direct supervision of technical work performed by technical staff;
  • One year in regulatory or permitting activities in a complex governmental and urban environment;
  • Project design or management experience on major/complex projects in an urban environment;
  • Proficient in reading construction plans, interpreting and articulating applicable codes, ordinances, and rules and regulations to internal and external stakeholders;
  • Ability to develop work plans and workload forecasting for review staff;
  • Demonstrated meeting management skills including the ability to negotiate, mediate, and facilitate contentious issues to a satisfactory conclusion within a charged atmosphere;
  • Flexibility and adaptability in terms of work assignments, policy changes, and process/technology shifts;
  • Excellent oral and written communication and interpersonal skills;
  • Ability to work independently while keeping supervisor informed of progress and issues;
  • Strong organizational, time management, and customer service skills;
  • Ability to work effectively under strict time lines and constantly changing priorities;
  • Proficient in Microsoft Word, Excel, Access, Visio, and PowerPoint;
  • Experience with Hansen, Accela, and BlueBeam;
  • Ability to work successfully with, value and manage, individuals and groups at all levels of the organization with diverse views, background, and interests;

Work Environment/Physical Demand

  • Most work will be performed in a normal office environment.
  • May be required to work nights, evenings, weekends, and/or holidays.
