Provides professional assistance for a range of urban planning, transportation, land use, and related activities. Assists in the development of long-range regional plans and planning activities, including transportation, land use, and others.  Participates in cross functional teams that interact with many different jurisdictions and city departments.

This is an entry-level professional position; work assignments support professional staff project teams under direct supervision.  Based on experience and knowledge, some leeway is granted for the exercise of independent judgment. Professional initiative is required to respond to multiple ongoing projects that represent multiple jurisdictions.

Position Schedule: Monday-Friday, 8:00a.m.-5:00p.m.

 Examples Of Essential Duties:
  • Performs regional transportation and land use planning functions for the Corridor Metropolitan Planning Organization;
  • Assists with complex regional planning projects of high impact upon the metro area (land use, planning studies, Long-Range Transportation Plan, and Transportation Improvement Plan);
  • Performs complex research on proposed projects;
  • Writes technical reports and maintains a wide variety of records;
  • Develops and maintains Geographic Information Systems based projects including regional land use and infrastructure plans;
  • Assist with public engagement and collecting input from citizens and member jurisdictions;
  • Researches innovation in transportation and land use planning and makes appropriate recommendations;
  • Assists with large scale regional transportation and land use development studies and evaluations;
  • Prepares reports, display materials, and documentation related to regional transportation and land use;
  • Represent the Corridor Metropolitan Planning Organization with its member jurisdictions, the Iowa Department of Transportation, Federal Highway Administration, and Federal Transit Administration;
  • Assists with policy analysis and framing;
  • Performs all work duties and activities in accordance with City policies, procedures and safety practices;
  • Attends work regularly at the designated place and time;
  • Supports continuous process improvement initiatives;
  • Performs related work as required.

 Typical Qualifications:
Required Knowledge and Abilities:
  • Some knowledge of urban planning principles and practices for metropolitan planning organization activities including land use planning, multimodal and general transportation planning, and state and federal regulations;
  • Thorough knowledge of the process of urban planning projects;
  • Some knowledge of the funding process and requirements of metropolitan planning organizations;
  • Some knowledge of local, state, and federal laws and regulations pertaining to urban planning and transportation planning;
  • Some knowledge of regional transportation planning and funding;
  • Some knowledge of Geographic Information Systems in order to support planning documents and public engagement;
  • Demonstrates an ability to prioritize and address large scale and complex issues;
  • Demonstrates an ability to meet deadlines, define, measure, and evaluate results;
  • Demonstrates an ability to gather information needed for budget development purposes;
  • Demonstrates an ability to facilitate public engagement activities;
  • Demonstrates an ability to speak and make presentations;
  • Demonstrates an ability to produce technical reports and other correspondence;
  • Ability to prepare accurate and reliable reports including appropriate findings, conclusions and recommendations;
  • Ability to present technical information to the public in clear, concise and easily understandable manner;
  • Ability to work cooperatively and to maintain effective working relationships to accomplish job responsibilities;
  • Ability to operate a personal computer using program applications appropriate to assigned duties and responsibilities;

Acceptable Experience and Training:
  • Graduation from an accredited college or university with a Bachelor's Degree in Urban Planning or a closely related field; and
  • Some experience with an urban planning agency or firm; or
  • Master's Degree in Urban Planning or a closely related field; and
  • One year of professional or intern experience with an urban planning agency or firm; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Required Special Qualifications:
  • Valid Iowa Driver's License.
