Supervisor: The Assistant Director works under the supervision of the Executive Director and the Council.
Supervisory Responsibilities: Directs and oversees technical and administrative staff in support of the Executive Director. In addition, the Assistant Director acts for the Executive Director in his or her absence.
Primary Contracts: All contracts currently active.
Job Responsibilities:
- Contract Administration and Management
- Develop project proposals, work programs, RFPs, contract documents and project/contract budgets
- Provide input and advice to the Executive Director regarding staff recruitment and hiring decisions
- Prepare progress reports and invoices, as appropriate
- Assist the Executive Director to maintain cost controls relative to salaried staff time and direct costs for current contracts
- Advise and consult with financial officer and the Executive Director on budget and personnel issues
- Assist and participate in the development of the annual budget and any needed mid-year adjustments
- Assist the Executive Director and the Council in strategic planning and policy development
- Prioritize, assign, supervise and review the work of technical and administrative staff.
- Track progress of all work items/projects to ensure adherence to contract schedules and budgets
- Prepare employee evaluations and performance reviews
- Seek funding and develop scopes of services for projects and programs, in order to meet the agency’s goals, priorities and financial needs
- Train staff to develop skills necessary to fulfill contract obligations
- Public Interface and Community Liaison Responsibilities
- Prepare and deliver presentations to the public, as well as to local, state and federal officials, the business community and advocacy groups
- Establish and maintain positive working relationships with local municipalities, state and federal agencies, community organizations, the business community, and the public.
- Serve as a liaison between the local communities and the state and federal agencies
- Oversee the agency’s public outreach program to ensure inclusiveness and compliance with state and federal requirements
- Participate in technical committees, advisory committees, working groups and task forces, as appropriate
- Interface with state and federal elected officials and funding agencies relative to technical and contractual issues
- Coordinate the Council’s activities with the programs, needs, interests and initiatives of local communities, outside agencies, and organizations.
- Brief the Council, as appropriate, on technical issues and provide updates on projects undertaken by NMCOG staff.
- Technical Responsibilities
- Focus upon the technical areas related to the Assistant Director’s skill set
- Prepare project proposals and contract documents
- Monitor current trends, developments and changes in the field of planning, including legislation, regulatory changes, court rulings, and professional practices and techniques
- Prepare, review and assist in the development and production of technical studies and reports
- Ensure that all planning documents and technical work meet NMCOG’s professional standards and fulfill contractual obligations
Qualifications:
- Seven or more years of directly relevant work experience with demonstrated supervisory and personnel management experience
- Master’s Degree in planning, public administration, or a related technical field is required
- Work experience in the public sector, preferably with a regional agency or planning-related organization is highly desirable
- Extensive knowledge of the principles and practices applied in regional planning is preferred
- Ability to prepare technical documents and reports is required
- Familiarity with laws, regulations and policies relevant to NMCOG’s programs, and with municipal governance and decision-making. is highly desirable
- Ability to prioritize multiple tasks, responsibilities and projects is necessary
- Demonstrated skill in working cooperatively with a multitude of state and federal agencies, municipal leaders and groups, business organizations, non-profits, and various stakeholders is required.
- Must be able to respond positively and proactively to unexpected agency opportunities and challenges.
- Ability be a consensus builder through dialogue and compromise when faced with differing opinions and competing priorities is a necessity.
- Organizational, leadership, communication and presentation skills are required
Physical Requirements:
- The ability to operate a computer and standard office equipment
- A driver’s license and travel across the region and the state. Travel requires using a personal vehicle on NMCOG business on a year-round basis.
- Frequent attendance at evening meetings.
