Involves providing strategic and long range planning for the programming, design, development and disposition of properties and facilities, including buildings, infrastructure and landscape projects; research, collect and analyze planning data to develop planning policies and procedures, project planning, design and program guidelines; compliance with environmental planning regulations and architectural design review.
Under direction, the Educational Facilities Project Planner (Planner) assists the Capital Planning and Space Management unit in the planning and execution of the University's capital improvement and space management programs.
The position combines the skills of a seasoned, experienced planning professional with those of a project manager and requires a thorough knowledge of capital improvement projects, their life cycles and budgets. The Planner must be capable of resolving a wide range of project and planning related issues, have a full understanding of industry practices, provide and analyze conceptual budgets and, at a conceptual level, advise leadership of a project's feasibility. The Planner must demonstrate good judgment in selecting methods and techniques for analyzing alternatives and recommending solutions, and operate with considerable independence. Familiarity with UC policies and procedures is a plus.
Examples of work responsibilities include, but are not limited to: leading programming and planning efforts for capital and space management projects and large-scale visioning exercises, preparation of required approval and funding documents, conceptual project cost estimating and cost analysis, resolving problematic issues and performing analysis regarding a wide range of capital and space management related issues.
The Office of Planning and Budget provides the Chancellor and Campus Provost/Executive Vice Chancellor with analytical support in the areas of academic, capital, enrollment, financial planning, policy analysis, and fiscal administration. In this capacity, it develops and maintains relevant databases, provides analyses of policies and programs, assists in the determination of campus priorities, and in the development of strategies designed to achieve these priorities. Its responsibilities include the campus operating budgets, capital plans and capital budget, admissions targets, enrollment plans, and such special studies and reviews of programs and operations as may be necessary to enable the Chancellor and Campus Provost/Executive Vice Chancellor to discharge his/her responsibilities in these areas. Capital Planning and Space Management (CPSM) is one of the units in Planning and Budget and is responsible for space planning, programming, funding, management and utilization aspects of the campus capital improvement and space management programs.
